20.52.090
C. Format of the Report. The following is an
outline of the format each structural engineering report
should follow. This format is not a rigid set of require-
ments but, instead, provides a framework within which
individual approaches to assembling the required infor-
mation may be accomplished while also allowing the
city to evaluate the completeness of each report.
1. General Information. A description of the
building including: (a) the street address; (b) the type of
occupancy and uses within the building; (c) plans and
elevations showing the type and extent of lateral force
resisting elements in the building; (d) a description of
the type of construction materials used in the structural
systems and information regarding their present condi-
tions; and (e) the date of original construction, if known.
2. Investigation and Evaluation of Structural
System. The items to be investigated and methods of
investigation and analysis are contained in this chapter.
Calculations and supporting documents prepared in this
process shall be made a part of the report.
3. Test Reports. All field and laboratory test
results shall be included in the report. A statement re-
garding the significance of the test results shall be made
for each type of structural system or feature tested.
4. Conclusions and Recommendations. Based
on the investigation and analysis of the building's seis-
mic resisting structural systems, a statement shall be
provided to explain in lay terms the types of deficiencies
in the event of an earthquake and a recommendation for
remedial actions to correct them.
D. Exceptions and Alternatives. Exceptions to
the specific items required to be included in the struc-
tural engineering reports may be granted by the building
official upon review of a written request from the engi-
neer preparing the report. Such a request shall provide
evidence that adequate information concerning the re-
quired item(s) can be determined by alternate means, or
that a satisfactory conclusion on the building's seismic
resistance can be reached without following one or more
of the procedures contained in this chapter. The purpose
of granting such exceptions shall be to reduce the costs
or disruption that would result from taking required ac-
tions, when it can be shown that they are unnecessary to
provide information available by other equivalent
means. The decision of the building official in granting
exceptions is final.
E. Review of the Reports. The city shall review
each report for compliance with the procedures set forth
in appendix B and those of this section. Reports not in
compliance with these requirements will be required to
be corrected and resubmitted for review. The in place
shear test results will be the basis for classifying build-
(Pleasanton Supp. No. 3, 1 -10)
858
ings into Category I. The city will notify property own-
ers of that determination within six weeks of the city's
receiving a report indicating average mortar shear
strength of less than 30 psi.
F. Availability of Reports. Reports submitted
to the city will be made available for review to any in-
terested party. (Ord. 1563 § 1, 1992)
20.52.090 Historic buildings.
A. General. An historic building may comply
with the special provisions set forth in this chapter and
the provisions of the state historical building code.
B. Unburned Clay Masonry or Adobe. Existing
or reerected walls of adobe construction shall conform
to the following:
1. Exterior bearing walls of unreinforced adobe
masonry shall not exceed a height or length to thickness
ratio of five to one. Such walls shall be provided with a
reinforced bond beam at the top which interconnects all
walls. The bond beam shall have a minimum depth of
six inches. The bond beam may have a width equal to
the width of the wall less eight inches; provided, the
resulting width is not less than eight inches. Minimum
wall thickness shall be 18 inches for exterior bearing
walls and 10 inches for adobe partitions. No adobe
structure shall exceed one story in height unless the his-
toric evidence satisfactory to the chief building official
and the community development director indicates a
two -story height. In such cases the height to thickness
ratio shall be the same as above for the first story based
on the total two -story wall height, and the second floor
wall thickness shall not exceed the ratio of five to one by
more than 20 percent. Bond beams shall be provided at
the roof and second floor levels.
2. Foundation footings shall be reinforced con-
crete under newly reconstructed walls and shall be 50
percent wider than the wall above, soil conditions per-
mitting, except that the foundation wall may be four
inches less in width than the wall if rock, burned brick
or stabilized adobe facing is necessary to provide au-
thenticity.
3. New or existing unstabilized brick and
adobe brick masonry shall test to 75 percent of the com-
pressive strength required by the uniform building code
for new material. Unstabilized brick may be used where
existing bricks are unstabilized and where the building is
not susceptible to flooding or direct exposure to the
weather. Adobe may be allowed a maximum value of
three pounds per square inch for shear with no increase
for lateral forces.
4. Mortar may be of the same soil composition
and stabilization as the brick in lieu of cement mortar.
