The Treasurer is responsible upon his official bond for the safekeeping and disbursement of all agency money held by him. The Aur shall draw warrants to pay demands against the agency when the demands have been approved by the Executive Director of the agency. The agency shall pay County for the services performed hereunder by the County Auditor-Controller in such reasonable amount as may be determined by the County in accordance with Government Ca'e Section 6505.5. XII. FUNDS AND EXPENDITURES: A. The Governing Board shall have the power and authority to receive, accept, and expend or disburse funds on beh?.i` of the agency, by contract or other- wise, for purposes consistent with the previsions hereof, which funds may be provid- ed by the United States C- aven:ent, the State of r ]i`ornia, or any subdivision thereof, and f_rtzn any other person, agency, or organization, whether public or private, for the purposes specified herein. B. The parties may provide and the Governing Board, on behalf of the agency and consistent with this agreement, shall be authorized and empowered to receive and accept from the parties, or any of them, and to utilize: 1. The services of personnel, e�.iiprent or property of the parties, or any of them; 2. Payments or advances of public funds from the parties, or any of them. C. All funds of the agency shall be strictly accounted for in accordance with accounting methods generally acceptable for public agencies in the State of . flliornia. Each and every receipt or disbursement of funds of the agency, and each and every receipt or transfer of property, or any interest therein, of the agency, sh1 be retorted and shall be recorded in the books of the agency. D. Each and every expenditure of funds shall be periodically authorized cr approved by the Governing Board through budget review or other such procedures as the Beard .;ay deem desirable or necessary. E. On or before the first day of October each year, a budget containing separate detailed stt:errents of projected revenues and estimated expenditures for the ensuing fiscal year shall be fled with the signatory City Councils and then.
