installation of pretreatment technology; pretreatment and waste <br /> minimization program report requirements; independent inspection, <br /> surveillance, and monitoring of waste discharges; and shall <br /> include sanctions and remedies for non-compliance therewith. <br /> Specific procedures and provisions for administration and <br /> enforcement of pretreatment, waste minimization, or other <br /> wastewater reduction programs instituted within the sewerage <br /> service areas of Livermore and Ruby Hill Project Area, <br /> respectively, shall be maintained and enforced in accordance with <br /> the aforesaid Clean Water Acts, rules and regulations <br /> implementive thereof, Livermore's NPDES permit, wastewater <br /> discharge requirements and such other requirements of law as may <br /> pertain thereto, as the same exist upon the date hereof or from <br /> time to time may be amended, revised, or superseded. <br /> In addition to the foregoing general requirements, <br /> Pleasanton' s pretreatment program, as it relates to the Ruby Hill <br /> Project Area, shall: <br /> (1) Provide for enactment and enforcement of sewer use <br /> ordinances or other rules or regulations which provide <br /> authority for Livermore to administer and enforce <br /> pretreatment program requirements.
