replacement of any portion, element or component of Livermore's <br /> Sewerage Facilities shall at a minimum be charged each user in <br /> the Ruby Hill Project Area and shall be collected by Pleasanton. <br /> Pleasanton may charge an additional fee for its sewer service <br /> costs in addition to Livermore's sewer service charge. <br /> (c) Procedures. Payment. Livermore and Pleasanton shall <br /> establish and adjust periodically said connection fees and user <br /> charges based upon rate studies which shall include, among other <br /> matters, estimates of reasonable administrative costs incurred or <br /> to be incurred by Livermore, and estimated costs associated with <br /> construction of facilities and improvements corresponding to <br /> estimated expenditures of the connection fee, and estimated costs <br /> of maintenance and operation, construction of improvements, <br /> repairs and replacements. Not less than sixty (60) days prior to <br /> Livermore's public hearing or hearings scheduled for the <br /> establishment or adjustment of said charges, Livermore shall give <br /> Pleasanton written notice of said proposed establishment or <br /> adjustment. Upon completion of the public hearings on proposed <br /> rates or adjustments thereto, and adoption by Livermore's City <br /> Council of legislation enacting such rates and charges or <br /> adjustments thereto, Livermore shall give Pleasanton written <br /> notice thereof and Pleasanton shall implement said fees and <br /> charges within thirty (30) days of said notification. <br /> Pleasanton shall collect the basic connection fee and the <br /> basic user charge from users within the Ruby Hill Project Area. <br /> 13 <br />
