The SWAT Team Leader will evaluate the request and determine whether or not a
justification to activate the ECTT is present. The SWAT Team Leader will forward
recommendations to activate the team through the ECTT chain of command. The
SWAT Commander or designee will evaluate the recommendation for authorization.
Unplanned (Emergency) Critical Incidents: Any on-duty supervisor, watch commander
or administrator can request activation of the East County SWAT Team by contacting
the SWAT Commander or in his absence, the Tactical Commander or in his absence
the SWAT Team Leader. If a tactical response is authorized, a call-out will be initiated.
It is recognized that exigent circumstances often exist with unplanned events and
emergencies that will necessitate the on duty supervisor or Watch Commander to
activate the East County Tactical Team directly. When this occurs, the on duty
supervisor or Watch Commander activating the tactical team will brief the SWAT
Commander or designee of the critical incident specifics as soon as possible.
CALL OUT PROCEDURE
For any Planned or Unplanned event: When the SWAT Commander or designee
authorizes a tactical activation, or when exigent circumstances exist necessitating the
on duty supervisor or Watch Commander to activate the East County Tactical Team,
he/she will contact the Livermore Communications Center and authorize the activation
using the LPD Communicator System.
The SWAT Commander or designee will ensure Command Notification is made.
TRAINING
It is understood that a regular training program will be developed and maintained to
ensure the operational efficiency and tactical effectiveness of the East County Tactical
Team. Given the nature of the missions associated with this assignment, the training
protocol shall serve to develop and maintain team member skills in the use of
specialized weapons and equipment, and the maintenance of effective team tactics and
communication skills among members.
The Tactical Commander will establish a regular training schedule commensurate with
the National Tactical Officers Association (NTOA) SWAT Standards and California
POST guidelines for the level of team to be maintained. New personnel appointed to
any tactical component (SWAT, CNT or TD) shall attend a related POST certified basic
training course as soon as practical, but not more than one year from the date of
appointment. All ongoing training required for specialized positions or skills will be
obtained or provided. It is also recognized that attending periodic conferences and
tactical competition events in conjunction with annual training is necessary to maintain
an effective and cohesive tactical unit.
5
