-5-
® • The Engineer testified that Hanifen, at 32 ft. wide, was not built to support
significant two-way traffic. Contrary to its design, Hanifen would be called upon to
bear a large (700%) increase two-way traffic in Scenario 6. This is likewise true of
Sunset Creek Lane. By contrast, all streets involved in Scenario 1 are at least 37 ft.
wide, some 40 ft.
• The park in Ventana has no pattern of prior traffic problems, and any concerns there
could be mitigated by humps and/or speed displays.
• Residents in both the Junipero and Sycamore Creek areas regularly express concerns
to the Engineer about traffic, not just Junipero residents.
• Cut-through traffic in Ventana was raised by some witnesses as an anecdotal
concern. The Engineer helpfully explained that (i) cut-through traffic exists
presently and was therefore already included in the EIR measurements of traffic
flow; and (I) the cut-through rate is not expected to increase in any Scenario except
for those that connect the Ventana and Sycamore neighborhoods. (Which is to say,
the Environmentally Superior Scenario is not expected to increase cut-through
traffic.)
As a community of character we should honor the law and the clear intent of the voters, and
give force to Measure PP. Again, I appreciate the Commission's attention to this important
matter.
Sincerely,
D :s /ILL( LAQILL4; /
David Melaugh Olivia Melaugh
