P ,SA
May 12, 2016
550 Keamy Street, Suite 800 www.esassoc.com
San Francisco, CA 94108
Adam Weinstein
Planning Manager /Deputy Director of Community Development
City of Pleasanton
Via email: A Weinstein@cityofpleasantonca.gov
cityofpleasantonca.gov
Subject: Johnson Drive Economic Development Zone: Supplemental Comparative Analysis Report
Fourth Scope and Budget Modification Request
Dear Adam:
Thank you for asking ESA to continue its work supporting the City with environmental consulting services for
the proposed Johnson Drive Economic Development Zone (EDZ) project. We sincerely appreciate the City
asking us to submit a proposal for this latest effort.
We understand that the City requires assistance relative to preparation of a report that would identify the effects
of implementation of a proposed citizen initiative that would seek to define and /or limit certain development
activities within the EDZ. This report may be prepared pursuant to Section 9212 of the California Election Code,
which provides that jurisdictions may initiate such a report to better understand the fiscal, economic, land use,
and environmental effects of initiative measures. Since ESA prepared the Supplemental Environmental Impact
Report (SEIR) for the EDZ project, we have much of the needed information at hand and can prepare the report
within the timeframe specified by the City.
To that end, ESA proposes to prepare a supplemental comparative analysis report that would compare the effects
of the "initiative project" with that proposed under the EDZ project as analyzed in the SEIR, to support ongoing
hearings on the EDZ proposal. The scope of work for that effort is provided below, and comprises ESA's fourth
scope and budget modification request.
Scope of Work
The following Scope of Work is an addendum to Task 9 (Public Hearings) under ESA's existing contract.
Changes made by the City to this Scope of Work may require changes to the overall budget or schedule.
Task 9.1. Economic and Fiscal Analysis (ALH Urban & Regional Economics)
Task 9.1.A. Comparative Project Definitions
ALH Urban & Regional Economics (ALH Economics) will collaborate with ESA to identify an alternate project
description pursuant to the provisions of the proposed ballot measure prepared by the "Citizens for Planned
Growth in the Johnson Drive Economic Development Zone." This alternate project description will be compared
with the project description included in the EDZ SEIR, and will include the segmented composition of the retail
component and associated employment.
