Fehr & Peers will respond to one round of editorial comments prior to finalizing the
memorandum.
Task 9.3. Draft Supplemental Comparative Analysis Report Compilation
ESA will combine the results of the economic and traffic evaluations, and augment the draft report with analysis
for other issues as specified by the City. An outline of the report is provided below:
1. Executive Summary
2. Brief description of the "initiative project."
3. Comparison of physical. transportation funding, employee population, phasing, and other elements of the
"initiative project" and the EDZ project as analyzed in the SEIR.
4. Comparative analysis of the two projects in the following topical areas:
a. Fiscal impact
b. Economic impact (particularly, impacts on stnall businesses in Pleasanton)
c. Traffic
d. Noise
e. Air Quality
f. Community character /aesthetics (qualitative analysis; no additional visual simulations are
assumed)
g. Consistency with General Plan and other relevant policy documents
h. Other topics
5. Analysis of the likely buildout scenario of the "initiative project," with some commentary on whether
buildout would be feasible based on current market conditions.
6. Discussion of the initiative process, and special considerations related to initiatives (e.g., process for
future changes to the EDZ, CEQA review).
7. For traffic, ESA will utilize the Fehr & Peers - produced trip generation details as described under
Task 2. The trip generation data will then be used by ESA specialists to make a comparative analysis for Air
Quality, Greenhouse Gas Emissions, and Noise. A determination will also be made as to whether the proposed air
quality. GHG, noise, and traffic mitigations presented in the SEIR would remain applicable to the initiative
project. One CaIEEMod model run will be perfonned to estimate air quality and greenhouse gas emissions.
For most of the other topics in the report, we envision the level of analysis in the report to be comparable to a
typical Alternatives analysis commonly found in an EIR, or that of an Addendum: the analysis presented will be
largely qualitative and general in nature, and determinations will be limited to a discussion of whether or not the
