I Project Ono nation and Approach 1.8 the (haft SEIR and Notice of Availability (NOA) to the City for distribution. ESA will be responsible for distribution the appropriate Draft SEIR and transmittal information to the State Clearinghouse with the Notice of Completion (NOC). ESA will provide three hard copies of all notices to the City, in addition to digital copies, and will provide the City with one unbound copy of the Draft SEIR. Task 6. Coordinate Response to Comments At the conclusion of the 45 -day public review period for the Draft SEIR, ESA will review and organize the public comments, and will discuss with City staff the comments and the appropriate responses approach to each. Should the public comments raise issues not previously within the work scope, ESA will consult with City staff to achieve cooperative resolution of the out -of -scope issues. It is anticipated that ESA and the City will agree on the overall approach to responding to comments and will assign specific tasks associated with preparation of these responses. The formal Responses to Comments will be incorporated into the Administrative Final SEIR. ESA assumes up to 10 comment letters for this task. Task 6. Administrative Final SEIR and Mitigation Monitoring and Reporting Plan The Administrative Final SEIR (AFSEIR) will consist of the Responses to Comments and other pertinent sections: a list of the persons and organizations commenting on the Draft SEIR, and a section containing any necessary changes to the text and graphics in the Draft SEER. ESA will prepare a draft Mitigation Monitoring and Reporting Plan (MMRP) in compliance with Public Resources Code Section 21081.6, CEQA Guidelines Section 15097. For any significant impact identified, the MMRP will describe the required mitigation and the responsible parties, tasks, and schedule necessary for implementing mitigation and for monitoring mitigation compliance. The MMRP will include those mitigation measures from the prior EIR that remain applicable to the current project and will also identify other prior measures that are not applicable to the current project. ESA also will provide final versions of any technical reports that were updated or altered after publication of the Draft SEIR. ESA will submit hard - copy and digital copies of the AFSEIR to the City for review. Following two rounds of revisions on the AFSEIR / Responses to Comments, ESA will prepare the Final SEER / Responses to Comments. Task 7. Final SEIR and Response to Comments ESA will incorporate the necessary revisions into the Final SEIR / Responses to Comments and submit screencheck copies (final pre- publication redlined version) to the City for final approval. Upon screencheck approval.
