r ESA
I . Project Dewgtten aM Approach
attached for the City's review (see Appendix B). Their analysis will include
a review of the Citywide Traffic Model to ensure that the parcels are coded
correctly. It will also include a traffic analysis that will look at 15 key
intersections under Existing, Existing plus Project. Existing plus Approved
Projects, Existing plus Approved Projects plus Project, Cumulative and
Cumulative plus Project. The traffic analysis will identify any intersections
that would be impacted under the build out of the proposed zoning revisions.
The results of the traffic analysis will be presented in the EIR; a separate
traffic study will not be prepared.
• Other CEQA Environmental Factors. The impacts of the rezoning on
other CEQA Environmental Factors will be discussed, including technical
supporting evidence in the EIR. Each topic will address potential impacts and
draw on mitigation measures front the General Plan EIR and/or GPA EIR to
address potential impacts.
As the Economic and Fiscal Element of the General Plan pre-dates the
Climate Action Plan, it is assumed that the rezoning is accounted for in the
modeling that was conducted for the CAP.
In general, other issues are anticipated to be fully analyzed briefly, but in
sufficient detail to credibly demonstrate their lack of significance under
CEQA, assuming this finding can be made. For instance, it appears unlikely that
the proposed project will result in any noticeable changes to agricultural
resources, cultural resources, biological resources, recreational facilities.
mineral resources, or other environmental issues. All of these, however, will
be addressed briefly, as appropriate, in the SEIR. ESA will utilize all
technical documents, such as the traffic assessment and the noise study to
support the findings. Mitigation measures from the General Plan ER and/or
GPA EIR will be revised for their potential to reduce impacts at the project
site, if necessary.
Develop Alternatives
As required by CEQA Guidelines Section 15126.6(a), an EIR shall describe a
reasonable range of alternatives to a project, including an "environmentally
superior" alternative and a "no project" alternative. The alternatives will be
formulated based on project impacts, the alternatives discussed in the
previous EIR(s) and input from City staff. Because the current project
represents only a portion of the City, one or more alternatives specific to the
project site may be analyzed.
Task 4. Public Draft SEIR and Notices
ESA project management staff and key technical staff, as appropriate, will
attend a roundtable to discuss the City's comments on the Administrative
Draft SEIR.
After ESA completes any necessary modifications to the Administrative
Draft SEIR, we will produce and submit a screencheck (final pre - publication
redlined version) of the Draft SEIR for approval by the City. Upon City
approval, ESA will print and submit up to 20 copies, and digital copies, of
Grya Ptoasanton Johnson ale Economic Oevelo mom Zone EN
1 -7
