L
Living Arroyos Program Implementation, 2017/18
Attachment 1: Scope of Work and Budget
Background
In July 2013,Zone 7's Board of Directors adopted and approved Resolution No. 14-4283 and the
City of Livermore City Council passed Resolution 2013-085,establishing the Living Arroyos
Program under a multi-party agreement that included City of Livermore and Urban Creeks
Council. In 2015,Urban Creeks Council ceased operation. That same year,Zone 7 and the City
of Livermore agreed to transfer the duties once administered by Urban Creeks Council to
Livermore Area Recreation and Park District(LARPD)for the remainder of the year under the
December 22,2015 Task Order 003 of the Master Agreement. Task Order 003 expired on June
30,2016. City of Pleasanton was introduced to the Program in 2015-16,and formally joined as a
Program Partner for 2016-17.
The Living Arroyos Program serves as a mechanism to engage the community,with the
assistance and guidance of professional staff and apprentices,in stewardship of the streams and
waterways of the Tri-Valley area. It has been found that successful restoration of natural habitats
in urban areas requires long-term engagement and stewardship. The goals of the program are as
follows:
• Increase opportunities for local residents of all ages to engage in hands-on
stewardship of natural resources close to home;
• Increase public awareness of important watershed and water management issues;
• Improve habitat and water quality of local streams while maintaining and enhancing
both public safety and regional flood protection;and
• Train local interns in water and watershed management.
Roles and Responsibilities
The parties to this Task Order will have the following roles:
• Program Partners: City of Livermore, City of Pleasanton,and Zone 7
(note:others parties may join at a later date)
• Lead Agency and Zone 7
Fiscal Manager:
• Implementing Agency: LARPD
Key responsibilities are identified in Table 1.
