TL PARTNERS IV, LP
SUPPLEMENTAL MATERIAL
October 24, 2017 Provided to the Planning Commission
After Distribution of Packet
Planning Commission Members: 10/25/17 - KG -
Jack Balch, Nancy Allen, Justin Brown, Date Distributed
David Nagler, Herb Ritter, and Greg O'Connor
City of Pleasanton
200 Old Bernal Avenue
Pleasanton, CA 94566
RE: Mapping of the Southeast Hills
Dear Planning Commission Members:
We write today in reference to Item 6.b. on the agenda for the October 25th meeting of the City
of Pleasanton Planning Commission, which addresses mapping of the Southeast Hills for
purposes of Measure PP compliance. As the applicant for a proposed project on the Spotorno
property in Happy Valley, we appreciate the City's efforts to clarify the boundaries of the
developable areas under Measure PP. However, at the same time, we would like to request that
the City expand its analysis to also address inconsistencies in the depiction of the Urban Growth
Boundary on the City's General Plan Land Use Map and Zoning Maps for the area. This is
necessary in order to avoid further confusion about the legal limits of development in the Happy
Valley area.
The current Urban Growth Boundary("UGB")was adopted in 1996 with the passage of Measure
FF. The text of Measure FF states that "[tJhe UGB in the south is based upon physical terrain as it extends
along the base of steep hills.that enclose the Happy Va//s area....". This would seem to indicate that the
UGB should track with the mapping exercise just completed, as can be seen on the exhibits that
accompany Agenda Item 6.b. However, in several places in the southeastern portion of the City,
the UGB is nowhere near the base of the hills. If the intention of the City is to use the results of
the mapping effort to clarify the developable areas pursuant to Measure PP, it only makes sense
to use the same information to harmonize the City's General Plan and Zoning Maps with the text
of Measure FF in this limited area of the City.
We hope you will consider our request, as you review the results of the mapping effort for the
Southeast Hills, to also update the UGB location in Happy Valley in accordance with Measure
FF.
Sincerely,
ames L. Meek
Director of Land
c: Gerry Beaudin
12667 Alcosta Blvd. Suite 170 o San Ramon, CA 94583 o Phone 925/380-1220 Fax 925/380-1214
