they desire and work with their own Regional Center case managers to ensure the correct
level of assistance. Sunflower Hill, as a non-profit, will provide an overlay of appropriate social,
recreational and on-site activities similar to programs found in senior living communities.
Satellite Affordable Housing Associates (SAHA) will serve as the property manager with full-
time, on-site staff.
The proposed development will have a farmhouse architectural style which incorporates
influences from on-site structures (past and present) while integrating more modern design
elements. The proposed buildings feature gray -toned horizontal lapped and vertical board -and -
batten siding with brown -colored composition and standing -seam metal roofs. The materials
will be similar to that within recently completed Kottinger Gardens.
The City's Inclusionary Zoning Ordinance (IZO) generally requires new single-family residential
projects of fifteen (15) units or more to provide at least 20% of the dwelling units as affordable
to very low, low, and/or moderate income households, or to satisfy the requirement through an
alternative means. The alternative means may include the dedication of land for the purposes
of affordable housing development, so long as the property is appropriately zoned, is large
enough to accommodate the number of inclusionary units required, is improved with
infrastructure and adjacent utilities, and fees are paid. Under a straight application of the IZO,
Irby Ranch would have been required to provide 19 affordable units within its project. Instead,
the Irby Ranch developer proposed to support the Sunflower Hill special needs housing
concept by:
1) assisting with the application for land use approvals necessary to develop the
Sunflower Hill proposal;
2) granting 1.64 acres of the site to the City for affordable housing;
3) bringing utility lines to the parcel; and
4) providing $1,000,000 to the City to support the development of affordable housing.
The Irby Ranch Affordable Housing Agreement setting forth these provisions was reviewed by
the Housing Commission on July 14, 2014, and subsequently approved by City Council.
Staff has diligently been working with SAHA on the affordability levels for the development as
follows:
• Provide 29 units (2 staff units are exempt) as rent restricted affordable units asfollows:
Unit Type
Unit Mix for Affordable Units
< 50% AMI
<80% AMI
Total
yo
1 -Bedroom
22
0
22
76%
2 -Bedroom
1
6
7
24%
• Unit household sizes for determining rents will be consistent with standards used
typically in the City's AHA's.
• The regulatory agreement will be recorded against the land to have the affordability
remain in effect for a period of 75 years.
PUD -129, Sunflower Hill
3 of 9
Housing Commission
