Item 3A—Summary of November and December 2018 Public Outreach
• Clarified that uses within the Civic Center may be moved around and the
conceptual land use plan is not set in stone.
Parking and Mobility
• Concerned about the location of proposed parking garage and its proximity to
Main Street. If the goal is to provide parking for the current Main Street (not just
the Town Square area) and to increase vitality on Main, it should be closer to
Main.
• Discussed parking and the desire to have no net loss of parking. Discussed
replacing parking spaces if any are taken away due to the streetscape changes.
• Concerned about the enforcement of current parking. Supported the potential to
charge for parking downtown (in a way that will not discourage visitors).
• Requested consideration of allowing parking spaces for ride sharing and
forthcoming autonomous vehicles.
Massage
• Expressed concern with singling out massage establishments in the Specific
Plan.
• Noted it seems this is an issue that should be regulated through Police
Department regulations instead of land use regulations. In addition, consider
allowing individuals in-training or apprenticeship pre-license as well.
• Concerned with implementing land use rules that only apply to "downtown"
massage businesses and would prefer a city-wide approach (as would be done
through police regulations).
Pleasanton Downtown Association Downtown Vitality Committee and Board of Directors
(November 15, 2018)
In addition to the comments received at the PDA meeting detailed below, staff received
a letter, dated February 19, 2019 from the PDA's Board of Directors. This
correspondence includes a number of recommendations and is attached to this memo
for Task Force review.
General
• Concerned that the Specific plan indicates paid parking is not allowed. Council's
direction may change over time and since this is meant to be a long-range plan, it
should not be baked into the plan.
• Requested potential incentives (e.g., fast track, dedicated downtown planner,
etc.) to get quicker decisions and permits.
Mixed Use Transitional Zone
• Questioned the existing height limit for Commercial Downtown (40-feet) and
Planned Unit Developments (30-feet) and what will be allowed in the Mixed Use
Transitional (36-feet) and Mixed Use Downtown zone (40-feet).
Prepared for the February 26, 2018 Downtown Specific Plan Update Task Force Meeting Page 2 of 8
