Item 3A—Summary of November and December 2018 Public Outreach
• Clarified uses allowed in the Mixed Use Transitional (MU-T) zone versus Central
Commercial (C-C) and Office and that the MU-T zone expands the uses allowed
in Office but is more restrictive than uses allowed in C-C.
• Questioned the floor area ratio changes to the MU-T zone (125-percent) when
compared to the C-C zone (300-percent) and Office zone (30-percent).
Massage
• Noted that this issue is complicated with many possible approaches to address.
This will be discussed further, with a future position from the PDA.
• Concerned with an approach that modifies massage uses "downtown" and not
community-wide.
Active Ground Floor Uses
• Clarified the active ground floor definition- and wanted clarity on who determines
active use. Concerned if the granting of exceptions would require additional
review, such as by the Planning Commission.
• Noted that if all "non-active" uses are moved to side streets, it may actually
reduce foot traffic on Main Street. People coming to the "non-active" locations
(e.g., bank or hair), may decide to shop while they are downtown but if they are
on side streets, they may not stop off on Main.
• Requested consideration of adding a bank conversion program that may help
these bank buildings go through the process changing to active uses easier and
quicker.
Bicycle, Pedestrian, & Trails Committee (November 26, 2018)
General
• Suggested stronger promotion of non-motorized vehicles and potentially adjust
some of the policies to emphasize multi-modal transportation.
• Wondered if an interpretive train exhibit could be installed at the south side of
Bernal where the transportation corridor could end.
• Recommended placing a parking garage on the Bernal property to pull cars out
of downtown.
Parking
• Suggested keeping in mind transportation will be changing in the next 10-20
years and the focus should not be so concentrated on vehicle parking.
• Requested consideration of adding parking areas for electric bikes or scooters,
pick-up/drop-off for ride sharing, and review of new technology that may need to
be accommodated.
Streetscape Changes
• Desired way finding signage when the streetscape changes are designed.
• Requested consideration of widening sidewalks for pedestrians.
Prepared for the February 26, 2018 Downtown Specific Plan Update Task Force Meeting Page 3 of 8
