Item 3A—Summary of November and December 2018 Public Outreach
Planning Commission (December 12, 2018)
General
• Requested staff review the public comment expressing concern between the
consistency of the Housing Element and Specific Plan and determine if any
changes were needed in response.
• Concerned that developers that do a lot of work in the City have not yet provided
feedback on the plan; the Commission would like to see their review of the plan.
• Supported staggered heights from downtown, through the transition zone, to
residential zoning districts.
• Found that the Specific Plan allowed flexibility to developers by removing the
story limit when discussing height.
Active Ground Floor Uses/Land Uses
• Commented that exceptions should come to the Planning Commission or
alternatively be a Zoning Administrator determination that offers the ability to
have public input.
• Appreciated the modifications to land use/zoning to bring consistency to the
Specific Plan, General Plan, and Zoning Districts.
• Supported the concept of Map C to highlight property owner requested changes.
• Requested staff analyze the number of units that could be created with Map A
and B and if there is a way to coincide the changes with the RHNA cycle.
Potential New Civic Center/Town Square
• Noted preference for the alternative Town Square diagram rather than the one in
the document and confirmed that the diagram is a concept, but the uses can
move around within the area.
• Commented there is room for improved circulation in the new Town Square area.
Massage
• Requested information on the updates to the ordinance as some of the concerns
surrounding massage may not relate to zoning but rather enforcement.
• Wondered if there are land use approaches (CUP, MCUP, regulating zoning
districts etc.) that may fall within the scope of the Planning Commission and land
use.
ITEMS FOR TASK FORCE INPUT
The objective of the outreach was to solicit feedback that may be considered by the
Task Force in refining the Draft Specific Plan before it is brought forward for adoption.
Based on the feedback above, staff has identified several items on which there seemed
to be a degree of consensus, or where the comments identified questions or issues that
warrant additional discussion. Although summarized here, each item is presented in
more detail for Task Force consideration in Item 4a on tonight's agenda:
Prepared for the February 26, 2018 Downtown Specific Plan Update Task Force Meeting Page 7 of 8
