This correspondence includes a
number of recommendations and is attached to this memo for Task Force review.
General
• Commented there should be a distinction between standalone Massage
establishments and establishments that are part of another business.
• Requested a vehicular circulation plan be prepared for downtown that includes
delivery truck locations for loading and drop off.
• Discussed a potential opportunity to extend Peters to Bernal with the movement
of the Civic Center.
• Questioned the existing height limits downtown and the various ways to measure
height.
• Discussed if there is a way to detach "character" of the downtown from height
and to focus more on scale and allow flexibility in building design.
• Concerned the plan is process intensive and does not allow normal growth or
opportunity or vitality.
• Recommend the policy to "prohibit use of parking meters" be removed from the
Plan.
Potential New Civic Center/Town Square
• Confirmed that there are phased options (e.g., can be built over time or parts of it
can be built) for the Civic Center/Town Square and it does not need to occur all
at once.
• Requested the new parking structure in the Civic Center area occur in Phase I.
• Wondered if relocating the School District to the new Civic Center was
considered.
• Confirmed that if the vote fails for the new Civic Center, the remainder of the
Specific Plan can still move forward.
Active Ground Floor Overlay/Land Uses
• Clarified that the active use overlay will not extend to side streets.
• Clarified if ground floor residential is allowed in Mixed Use Transitional Zone.
• Cautioned as the character of downtown Pleasanton evolves and changes, we
need to encourage improvements and investment.
• Opposed to office only uses on Peters and supported the idea of adding retail
component to Peters.
Prepared for the February 26, 2018 Downtown Specific Plan Update Task Force Meeting Page 6 of 8
