ATTACHMENT 2: PUBLIC COMMENTS
Downtown Specific Plan page A-6 -LD P.17- Ground Floor Residential is not
permitted in the rear of a commercial lot Downtown. What is the History/reason
and vote regarding this change? (Eliminating current allowed options) There are
numerous existing parcels with residential on the ground floor behind Commercial.
272 Rose,Valley Plumbing, -541 Main St. Pleasanton Bicycles, -361/363 St. Mary
House of C Salon, 377 St. Mary Salt Craft /houses
620 Main St. Deans Cafe, 273 Spring St. New office/residential, 148 Spring
Office/4 studios, 264 Spring Talent Agency/residential in rear, 4469 Railroad-
Cellar Door/ rear residential, 4319 railroad -Offices in front/ apartments in rear.
(Please remove item LD P.17 as we have allowed this for 90 plus years in our
zoning code as an existing use and have recently approved multiple projects
containing this exact use) The City needs to remain consistent and flexible to retain
vitality and property improvement.
Downtown Specific Plan page 60 LD-1.18- Item #5 -Revise and clarify context
sensitive infill guidelines as needed. For the reasons stated above as well as
(Bottom of page 2-Item #5 -Please review Staff comments "considerations of
implementing such approaches include: certainty versus flexibility for
developers(precise standards would yield a predictable outcome, but could stifle
design creativity for a project; the potential risk of over regulating and not
achieving other desired outcomes (requiring a precise set of standards may come at
the expense of a project not being able to achieve in other areas such as generous
private open space or sufficient areas dedicated to off-street parking, particularly
on lots small in size, or limit the amount of development achievable on a
site") Staff comments identify the need to not add anymore additional restrictions
and Guidelines to the process so that we can encourage not discourage sensitive
infill. (Please streamline and support well designed projects)
As a Pleasanton resident since 1973 and supporter and user of our beautiful
Downtown, I believe property owners as well as every resident would like to see
applications on Main Street and the side streets be give the Highest priority and
expedited, streamlined process with incentives to renovate and improve the
properties because they benefit the community as a whole. This is our opportunity
to attract, encourage and promote development and policies that will increase
vitality, nightlife, food and businesses in Downtown. ( Please add language to the
new DSP that lets everyone know that this is Pleasanton's goal.)
Thank You, Mike Carey
10
