ATTACHMENT 2: PUBLIC COMMENTS
Gerry Beaudin
February 25.2019
Page'2
project. The City will have approval powers over any development and the
recommendation by the Task Force and the designation by the City Council in the
DSP Wal still allow the City virtually total review and approval power over the
proposed project
Despite the fact that multi-family residential use is clearly the appropriate use for the
property,.we understand that the Task Force may be concerned that to change the
designation in the OSP and rezone the property for residential use may go beyond
what some citizens anticipated that the DSP would accomplish. This matter has
been subject to two (2)years of intensive comment and consideration but if that is a
concern we would suggest the following option which would allow our project to
move forward as soon as the OSP is effective:
1. Designate the property at 4212 First Street as a'Capsule'designation in the
Downtown Specific Plan in which the Downtown Commercial and multi-.
family residential uses would be appropriate;and
2. In the implementation section of the DSP set out an"Overlay' zoning
category for the property which would allow commercial or multi-famity use;
subject to a requirement that any residential development be processed as a
PUD.
We would prefer from simplicity's sake that the Task Force recommend to the
Planning Commission that the property be redesignated and, ultimately, rezoned to
multi-family residential. This type of small, infill development would be totally
consistent with the surrounding residential uses, The Overlay concept that we have
suggested would let the City retain complete control over the ultimate use to which
the property can be put We appreciate the opportunity to discuss this with you.
Very truly yours,
MILLER STARR REGALIA
-)V6on y. 11ren r
Wilson F.
