-4444
FIRSTCARBON Letter
SOLUTIONS Proposal
FCS INTERNATIONAL,INC.
PROJECT UNDERSTANDING—HOUSING ELEMENT UPDATE
Introduction
All jurisdictions within the Association of Bay Area Governments (ABAG) region must prepare Housing
Element updates for the 2022-2030 planning period. ABAG is expected to adopt the new Regional
Housing Needs Assessment allocations by September 2021, and the anticipated Housing Element due
date is January 31, 2023.1 The City of Pleasanton requires assistance for the preparation of
environmental analysis and documentation related to the City's 2023-2031 Housing Element update and
rezoning for the required new units. The Scope of Work described below includes the tasks we anticipate
for preparation of the CEQA documentation associated with this update. FCS anticipates that a Program
EIR will be the most appropriate CEQA document for the Housing Element update.
Project Understanding and Key Issues
Background
Under state law, jurisdictions within the ABAG region must prepare Housing Element updates for the 2023-
2031 planning period. The Scope of Work described below identifies the approach and specific tasks we
propose to assist the City in preparing the required Program EIR for the Housing Element update.
On October 15th,the ABAG Executive Board approved the draft proposed methodology for the housing
unit allocation to each jurisdiction which included a preliminary total of 5,965 units for the City of
Pleasanton 6th cycle RHNA allocation. This is substantially greater than it was for the 5th cycle RHNA
allocation (2,067 new units). The City will need to identify housing sites that were not previously included
in the 2015-2023 Housing Element and were therefore not considered as part of the CEQA
documentation. The 2023-2031 Housing Element update may need to include land use or zoning
changes to accommodate new opportunity sites, and the Program EIR will evaluate potential
environmental impacts of those land use and zoning changes. In addition, the Housing Element update
provides the opportunity for City decision-makers to review current land use and housing strategies and
make refinements, if desired.
Approach
A Program EIR will best articulate the City's goals and objectives in relation to housing and most
effectively analyze potential impacts, mitigation measures, and alternatives to anticipated land use and
zoning changes in a comprehensive manner. The use of a Program EIR can simplify or eliminate the need
for later environmental review,as anticipated in CEQA Guidelines Section 15168.A Program EIR allows
for a broad analysis of"the whole of the action,"which is required under CEQA Statute Section 21065,
but does not require the review of project-specific details where they are unavailable;thereby avoiding
piecemealing or segmenting.
Lisa Wise Consulting,Inc.2020.2023-2031 Housing Element Update(6th RHNA Cycle)Response to Request for Proposals(prepared for
the City of Pleasanton).
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 2
FIRSTCARBONSOLUTIONS.COM
