14111
FIRSTCARBON Letter
SOLUTIONS Proposal
FCS INTERNATIONAL.INC.
SCOPE
FCS will work closely with Lisa Wise Consulting, Inc. (LWC)as the City's preferred planning consultant. It
is our understanding that LWC, under a separate contract with the City, will prepare the 2023-2031
Housing Element update. As part of the Housing Element update, LWC will provide the Residential Land
Inventory that will identify a sufficient number of sites with near-term residential development potential
at appropriate densities to accommodate the updated RHNA allocation.
Task 1: VMT and Intersection LOS Screening (Fehr & Peers)
Using readily available VMT data from the Alameda County Transportation Commission (Alameda CTC)
website, Fehr& Peers will discuss with the City where within the City new housing would contribute to
reduced VMT on a per capita basis. These maps will display the average VMT generated per resident of
each travel analysis zone.Additionally, Fehr& Peers will calculate the existing City and Regional VMT per
resident for comparison purposes. Using either the threshold guidance provided by the Office of
Planning and Research (OPR) or the City of Pleasanton (if VMT threshold have been adopted prior to the
completion of the Program EIR), Fehr&Peers will identify zones where additional housing development
would likely result in a less than significant VMT impact,or where a VMT impact could be easily
mitigated. This information can help inform the selection of housing element sites, in combination with
other factors to be developed by the City of Pleasanton.
In addition to the VMT screening maps, intersection Levels of Service (LOS) will be calculated at several
key locations to understand where likely congestion issues may result. Specific intersections to include in
this assessment have not yet been identified. However, for budgeting purposes, Fehr& Peers assumes
that up to 40 intersections would be evaluated for morning and evening peak hour operations. Fehr&
Peers assumes that they can screen out intersections that are gateway and downtown exempt, or
currently are projected to operate at LOS C or better with General Plan build out. Major intersections
that are adjacent to potential multi-family sites will be identified for inclusion in the assessment
regardless of the exemption status. A final list of intersections will be developed in consultation with the
project team when the housing element sites are identified.
Fehr& Peers assumes that they will use available data to form the basis of the existing conditions
analysis and the most current near-term and cumulative forecasts as the baseline for this analysis. They
will conduct up to 8 hours of field reconnaissance to spot check the intersection operation parameters,
including lane configurations and traffic signal timing parameters. Data related to alternative modes will
not be collected, although documentation will discuss at a citywide level the pedestrian, bicycle, and
transit networks in the City. They will review with City staff any necessary modifications to the Synchro
files prior to completing the impact analysis.
The intersection peak hour LOS at each study intersection will be calculated using the 2000 Highway
Capacity Manual method using Synchro software. Intersection turning movement forecasting methods
are discussed within each scenario. The impact analysis will be conducted for the following scenarios:
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 3
FIRSTCARBONSOLUTI ONS.COM
