FIRSTCARBON Letter
SOLUTIONS Proposal
FCS INTERNATIONAL.INC.
FCS will provide a qualitative discussion of impacts such as construction and operational health risk
impacts. The analysis will be developed to provide overarching guidance and potential mitigation
measures for associated development to evaluate and mitigate for health risk impacts. Odor impacts will
be assessed qualitatively according to BAAQMD's recommended methodology and other applicable
parameters, such as acceptable screening trigger distances, wind direction, and odor complaint history.
Greenhouse Gas Emissions
Greenhouse gas emissions (GHG) associated with operation associated with implementation of the
Housing Element update will also be estimated using CaIEEMod. Estimated GHG emissions will be
evaluated against appropriate cumulative significance thresholds established in the BAAQMD CEQA
Guidelines. BAAQMD quantitative thresholds of significance will be used to determine if the proposed
project's generation of GHG emissions, based on its mass emissions or GHG efficiency(GHG emissions
per service population where service population equals the sum of residents and employees), is
considered a significant impact. FCS will also evaluate the proposed project for consistency with the
applicable GHG reduction plan. The analysis will also address the State Supreme Court ruling on the
Newhall Ranch project and will utilize current approved methods for quantifying GHG impacts.
Additional measures or design considerations will be proposed, as necessary,to reduce potential
impacts to less than significant.
Energy Analysis
FCS will provide an analysis of energy impacts consistent with the current CEQA Guidelines Appendix F
Energy analysis requirements. The analysis will summarize relevant federal, state, and local regulations
and policies that address energy consumption and demand, alternative fuels, and nonrenewable
resources,to determine whether implementation of the Housing Element update would conflict with or
obstruct any required policies or mandatory measures related to energy conservation. Using the model
inputs and assumptions associated with the air quality and GHG analyses, FCS will provide energy
consumption estimates associated with implementation of the Housing Element update, dependent on
the level of detail provided by the City. The analysis will consider City policies and design requirements
that may affect the energy efficiency of subsequent development.
Data Needs and Assumptions
FCS will provide the City with a Request for Information (RFI)that includes all necessary construction and
operational parameters required for modeling. This analysis will be completed within six weeks of
receipt of the RFI response, the approved Project Description, and the Transportation Impact Analysis
(TIA). If changes are made to the Project Description that would require re-modeling for the above tasks,
it would be accomplished as an additional service not included in this Scope of Work.
Summarize Emission Reductions and Significance Findings
All air quality and GHG emissions impacts will be compared with the applicable BAAQMD thresholds of
significance to determine significance. Significance findings will account for mitigating effects of existing
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 8
FIRSTCARBONSOLUTIONS.COM
