FIRSTCARBON Letter
SOLUTIONS Proposal
FCS INTERNATIONAL.INC.
Screencheck Draft Program EIR
City departments will coordinate and provide comments on the Administrative Draft Program EIR.This
Scope of Work assumes the City will provide one set of consolidated, vetted comments(with tracked
changes in the Word document)on the Administrative Draft Program EIR. City Staff will also meet with
FCS to discuss comments,as needed. FCS will revise the Administrative Draft Program EIR, incorporate
the comments, and provide a Screencheck Draft EIR(both with track changes and clean copy)for final
review by City staff before publication.
Deliverable
Electronic version (via Dropbox in Microsoft Word and PDF) of the Screencheck Draft Program EIR
to the City. This Scope of Work assumes no hard copies of the Screencheck Draft Program EIR will
be provided. If hard copies are requested,a change order may be required to cover costs of
producing the copies.
The following provides additional information about tasks to be completed for specific technical
sections.
Subtask 4.1: Air Quality, Greenhouse Gas Emissions, and Energy Analyses
FCS will model operational emissions at a program level analysis. The analysis will be performed in
accordance with CEQA Guidelines and applicable standards and guidance from the Bay Area Air Quality
Management District (BAAQMD).The analysis will be wholly contained in the Program EIR and the
supporting technical data will be appended to the document. The analysis requires the following tasks.
Air Quality Analysis
FCS will include a general discussion and qualitative analysis of potential short-term construction and
long-term operational regional criteria air pollutant and precursor emissions.
Long-term (i.e.,operational) regional criteria air pollutant and precursor estimates will include emissions
from the proposed program's area-,stationary-, and mobile-sources. Emissions will be quantified using
the latest version of the California Emissions Estimator Model (CaIEEMod). Mobile-source emissions will
be based, in part,on the transportation analysis to be prepared for the proposed project.
Because the proposed project will be analyzed at a programmatic level, FCS will evaluate the proposed
land uses included in the Residential Land Inventory at a programmatic level pursuant to BAAQMD
programmatic thresholds. All land use and project design assumptions will be developed in cooperation
with the City to ensure a conservative scenario is evaluated and full flexibility is provided for future
development under this programmatic document.
Increases in and potential increased exposure to toxic air contaminants(TACs)and odors will be
compared with applicable thresholds for determination of significance. Because of the unknown
parameters of the development that could occur with implementation of the Housing Element update,
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA
FIRSTCARBONSOLUTI ONS.COM
