FIRSTCARBON LLeetter
SOLUTIONS Proposal
FCS INTERNATIONAL.INC
The intersection peak hour level of service at each study intersection will be calculated using the 2000
Highway Capacity Manual method using Synchro software. Intersection turning movement forecasting
methods are discussed within each scenario. The impact analysis will be conducted for the following
"with project"scenarios:
= Existing Plus Project—This scenario includes existing volumes obtained from traffic counts and
the existing roadway system configuration plus traffic estimated for the housing element sites. The
roadway system will be the same as Existing Conditions. Under this scenario, the proposed
housing element land uses will be added to the Existing travel demand model, replacing current
uses if applicable,to estimate traffic volume changes at the study intersections. The net volume
changes will be added/subtracted to the existing volumes from Existing Conditions. The roadway
system will be the same as Existing Conditions.
• Existing Plus Approved Projects(EPAP) Plus Project—This scenario includes traffic volumes from
EPAP No Project plus traffic estimated for the proposed project. Like Existing Plus Project, the
proposed housing element land uses will be added to the EPAP travel demand model, replacing
current uses if applicable,to estimate traffic volume changes at the study intersections. The net
volume changes will be added/subtracted to the base forecast from Existing Plus Project. The
roadway system will be the same as Existing Plus Project.
• Existing Plus Approved Conditions Plus Project Plus El Charro Road Extension—Land uses are
consistent with those described in EPAP Plus Project, but this scenario evaluates traffic patterns
with construction of the El Charro Road extension. To determine the effect of the El Charro Road
extension, the model will be run with the roadway extension in place and the resulting changes in
travel patterns will be identified and applied to the forecasts presented in EPAP.
= Far-Term(Cumulative) Project Conditions—Traffic volumes from Far-Term (Cumulative) No
Project plus changes from development of the housing element sites is evaluated under this
scenario. Like Existing Plus Project and EPAP Plus Project, the proposed housing element land uses
will be added to the buildout travel demand model, replacing current or planned uses if
applicable,to estimate traffic volume changes at the study intersections. The net volume changes
will be added/subtracted to the forecasts from Far-Term (Cumulative) No Project.
Peak hour levels of service and 95th percentile vehicle queues will be calculated and documented for up
to 40-intersections for the above scenarios. Mitigation measures will be identified for impacts that
exceed the thresholds established by the City.
Subtask 4.5.4: Documentation
The following documents will be prepared:
• Draft Transportation Impact Assessment(Draft Program EIR Documentation Basis)
= Draft Community Concerns Document(LOS analysis)
• Final Transportation Impact Assessment (Draft Program EIR Documentation Basis)
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 13
FIRSTCARBONSOLUTIONS.COM
