Enforceability. <br /> <br /> Unless amended or terminated as provided hereinabove, <br /> <br /> this Development Agreement is enforceable by any party to it <br /> notwithstanding any change in the applicable general or <br /> specific plan, zoning or subdivision regulations adopted by <br /> the City which alter or amend rights created by this Agreement. <br /> <br /> 13. Attorneys' Fees and Costs. <br /> <br /> If legal action by either party is brought because <br /> <br /> of breach-of this Development Agreement or to enforce~ a <br /> provision hereof, the prevailing party is entitled to reasonable <br /> attorneys' fees and court costs. <br /> <br /> 14.
