EXHIBIT C
PUD-114-01M, Guy Houston, on behalf of Resurrection Greek Orthodox Church, for
Pleasant View Church of Christ, 11300 Dublin Canyon Road
Work Session to review and receive comments on a proposal for a Major Modification to
Planned Unit Development (PUD-114), Minor Subdivision, and Conditional Use Permit to
construct and operate a 9,792-square-foot church and 24,971-square-foot multi-purpose
building with gymnasium on a 4.3-acre portion of the 16-acre Pleasant View Church of Christ
site. Zoning is PUD-RDR/A-OS (Planned Unit Development — Rural Density
Residential/Agriculture and Open Space) District.
Associate Planner Jennifer Hagen presented the specifics of the item in the Agenda Report.
Commissioner Allen asked the distance from the road to the two-story portion of the building,
which Ms. Hagen stated was approximately 40-50 feet from the road. She discussed the
Planning Commission's 2016 support of three homes, located as far back as possible from the
road with a substantial landscape buffer. She stated the proposed project building footprint
was almost twice as much and setbacks were much narrower than the previously approved
residential project. She requested staff advise on how the Planning Commission should
consider the aesthetics of rural residential in agricultural zoning and the definition or
characteristics within rural residential zoning. Ms. Hagen stated there was no formal definition
in City documents for rural density, but noted staff typically looked for denser, more lush
landscaping and screening, with meandering sidewalks. Community Development Director
Ellen Clark added that larger setbacks and more natural materials were also typical of rural
residential development.
Commissioner Allen requested the City Traffic Engineer Mike Tassano discuss the traffic
analysis, including impacts on weekdays. Mr. Tassano stated church activities were light
during the week and he did not have concerns. He stated the traffic study would be based on
multi-purpose room use.
Chair Brown asked Mr. Tassano to weigh in on the closure on Laurel Creek Drive. Mr.
Tassano explained that drivers utilized Laurel Creek Drive to avoid traffic signals and make
illegal right turns, so it was blocked off.
Commissioner Gaidos asked if there was a requirement for a pedestrian sidewalk and stated it
would not connect to any other pathways. Mr. Tassano discussed the Complete Streets Policy
requiring the sidewalk.
ARRIVAL
Commissioner Pace was noted as being present. He asked the nearest homes to the
perimeter of the project and the distance between the nearest home and the proposed
structure. Ms. Hagen stated the home to the left was located about 10 feet from the property
line, and the church was located approximately 35 feet from the property line, providing a
combined distance of approximately 45 feet between the home and the church building. She
stated the sanctuary building and dome would be approximately 200 feet from the property
line. Commissioner Pace asked the visual impacts and potential privacy issues. Ms. Hagen
explained there were no second story windows on the west side of the building that would
provide views of adjacent properties.
Excerpt: Approved Planning Commission Minutes, April 14, 2021 Page 1 of 5
e type, location, and sizing calculations of the
PUD-114-01M& P20-0995 Planning Commission
Page 16 of 25
PUD-114-01M& P20-0995 Planning Commission
Page 3 of 25
YCROSSCRISFIELD .*- 4-; -,47÷-'' 1.1--1 ''.-.
