ITEM 4: PUBLIC COf
September 14, 2021
Pleasanton Housing Commission Agenda Item 4: Draft Preliminary Report
Housing Element
Dear Chairperson Galvin and Housing Commissioners,
Thank you for the opportunity to comment on the draft Preliminary Report sections
for the 6t' cycle (2023-2031) of the Housing Element.
Below are my comments. I will not have enough time to address them all at the
meeting. Please review them and ask staff include them in the draft plan.
I used the current Housing Elements from Livermore, Dublin, Palo Alto and
Piedmont for comparison. Some of the cities have already completed their 2023-
2031 Housing Elements. Links are at the end of my letter.
Here are my comments on the Housing Needs Assessment:
1. There should be a section titled "Affordable Housing" with an inventory of
for -rent affordable housing in Pleasanton by name of development. Another
inventory of for -rent senior affordable housing, then a list of for -sale for
both. Every other Housing Element that I reviewed has this data. This is
critical.
Add tables for information and clarity. There are statistics that should be
included to provide a more complete picture of Pleasanton's residents and
our needs. These were lifted from other Hosing Elements. These Tables
include:
a. Education attainment
b. Job projections by type — Pleasanton, county, and region
c. Household characteristics — Types of households — married, single
dad, single mom, etc.
d. State identified special needs groups in one table
e. Community Care Facilities
f. Housing stock by type
g. Section 8, if any
h. Estimated Housing growth
i. Major employers and the numbers they employ
Item 4 - Provided to Housing Commission for the September 16, 2021 Meeting
AFTER PACKET DISTRIBUTION 2
