ITEM 4: PUBLIC COMMENTS
PLEASANTON
_ HOUSING ELEMENT UPDATE ae a
j. Typical hourly and mean wages of typical jobs of Pleasanton
Residents
k. Typical hourly and mean wages of typical jobs in Pleasanton
1. Commute patterns of Pleasanton residents
m. Commute patterns of those commuting to jobs in Pleasanton from
outside Pleasanton
3. Do not use bar chart Figures for the Housing Element. They are not clear
and in some instances are very confusing such as Figure A-7 Workers by
Earnings, by Jurisdiction as Place of Work and Place of Residence.
Numerical tables such as the ones used in Pleasanton's previous Housing
Element and all the others that I reviewed are clearer.
4. The Table numbers combined with the Figure numbers are confusing as
well. For example, there is a Figure A-1 and a Table A-1. Again, just use
tables. We are all used to reading and understanding them.
5. Page A59 "Assisted units at risk of conversion". There are 672 low-income
units in Pleasanton at risk of conversion to market rate in more than 10
years. It isn't clear where these are. They must have been built before 2001
because after that date all affordable units are in perpetuity. 672 units is a
large number for us. There should be a program for "Preservation Options"
like other cities. Ten years is not too soon to work on keeping them
affordable.
6. Accessory Dwelling Units are discussed in Section D.1 in the draft Housing
Element. It should be included in the Needs Assessment as well and there
should be a table of how many have been build every year and what is their
potential. When ADUs are rented at affordable rates, they can qualify for
meeting our housing numbers. Piedmont has a good section on this, and
SCAG has done a study as well. Links at the end.
7. Office conversions deserves its own program. Although I haven't seen
another city address this, my guess is that with more employees working
from home, some businesses may choose to close their offices. This could
present an opportunity to convert office space to affordable housing. With a
program in the Housing Element allowing this conversion, perhaps
encouraging it, Pleasanton would be prepared. Program 38.3 sort of
addresses this issue but is not so much conversions but tear downs.
Item 4 - Provided to Housing Commission for the September 16, 2021 Meeting
AFTER PACKET DISTRIBUTION 3
