PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
8 of 28
changed to custom homes with a set of design guidelines. See the Analysis section for
discussion of pedestrian and bicyclist safety on Alisal Street and measures incorporated to
address the concerns raised.

Many residents attended the work sessions to comment on the 39-lot proposal. Their concerns
were focused on number of units, bypass road, and pedestrian and bicyclist safety on Alisal
Street. Minutes (excerpt) of both work sessions are attached as Exhibit D.

SITE AND AREA DESCRIPTION
The project site is approximately 112 acres and is surrounded by Alisal Street to the west and
south, single-family residential uses to the north, south and west, and Westbridge Lane and a
church, the Faith Chapel Assembly of God Church, to the south. The western portion of the
site is relatively flat while the eastern portion of the site contains hills. As such, the western
portion of the site has been referred to as the Spotorno Flat Area. Additionally, a wetland area
and a windmill are located within the western portion of the site and several agricultural
buildings are located in the northeastern area of the site. Figures 5 and 6 are views of the
project site from points on Alisal Street and Westbridge Lane, respectively. An Alquist-Priolo
Earthquake Fault Zone (Verona Fault) is located on the project site adjacent to the UGB line.

The Spotorno family has used the project site for agricultural uses, such as raising livestock and
grazing, for several decades.

Figure 5: View of Project Site from Alisal Street
