PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
9 of 28

Figure 6: View of Project Site from Westbridge Lane

PROJECT DESCRIPTION
The proposed project consists of a request for a PUD development plan for 22 single-family
detached homes with 22 accessory dwelling units (ADUs) with related on- and off-site
improvements; and a Vesting Tentative Subdivision Map to subdivide the existing
approximately 112-acre site into 25 parcels: this would include 22 single-family residential lots,
two common-area parcels to be owned by the future Homeowners Association (HOA), and one
agriculture/open space lot to be retained by the Spotorno family.

The development would occur on approximately 31 acres of the 33 -acre Spotorno Flat Area.
The remaining two acres of the Spotorno Flat Area are considered undevelopable because
they are within the identified 50-foot setback from the Verona Fault. The Spotorno family would
retain ownership of the undevelopable two acres, along with the remainder of Lot 98 (i.e.,
Parcel C) totaling approximately 80 acres, which would be subject to a permanent
agricultural/open space conservation easement; the open space parcel would be
designated/zoned A/OS district. To accommodate the proposed development, a segment of an
existing, 16.5-foot wide public road easement located within the project site would also need to
be vacated.

In addition to 22 proposed single-family residential lots, the site plan includes three non-
residential lots, as described in the “Site Design” section below.

The applicant is requesting a Growth Management Agreement for 22 Growth Management
Unit Allocations; and an Affordable Housing Agreement to pay Affordable Housing Fees and
additionally require construction of an ADU on each of the 22 residential lots.

Site Design
Figure 7 shows the overall layout of the proposed subdivision. The proposed 22 homes would
be built on approximately 31-acres of the 33-acres Spotorno Flat Area. The proposed lots
would vary in area from 44,188 square feet (Lot 13) to 51,601 square feet (Lot 1). The average
lot size for all 22 lots would be 46,297 square feet. All lots would be over an acre in size.

In addition to the 22 residential single-family lots, the project includes two common-area
parcels (Parcels A and B) that will be owned and maintained by a future homeowner’s
