PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
15 of 28

Figure 10: Existing Roadway Easement Location

Climate Action Plan 2.0
In 2012, the City Council adopted a Climate Action Plan (CAP) - this document is in the
process of being amended (CAP 2.0), with adoption expected in January 2022. The CAP 2.0
includes actions that are designed to reduce greenhouse gas e mission (GHG) natural gas
uses, electricity uses, etc. As the draft CAP 2.0 is near completion, staff finds it would be wise
to require the proposed residential development to be constructed to meet applicable actions
of CAP 2.0.

The Buildings & Energy section of draft CAP 2.0 requires a 31 percent reduction in GHG
emissions by 2030. To achieve this goal, CAP 2.0 requires expanded use of renewable
energy, and its action includes requiring solar power and battery storage on new construction.
The current requirement under the existing CAP requires new construction to be “solar-ready.”
Staff has revised the language and include a condition of approval requiring new residential
homes to include photovoltaic panels (PVs) and batteries to meet CAP 2.0 requirements.

Allowable Uses
The permitted and conditionally permitted uses for the proposed development (which include
single-family residences, small or large family day care homes, vineyards, and keeping of farm
animals) are generally consistent with the uses listed in the HVSP for the PUD-SRDR/A/OS
land use designations. Recommended Condition No. 2 lists the permitted and conditionally
permitted uses for this PUD development.

Site Plan
The applicant proposes one public street with residential lots on both sides of the street and an
open space parcel at the eastern portion of the site. The majority of the lots front the streets,
and there are three flag lots (Lots 1, 8, and 16).
Existing 16.5-foot wide public
roadway easement
