PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
19 of 28
opportunity to design a home that meets the semi-rural character of the Happy Valley
area. The proposed design guidelines require material selection and colors to be
appropriate for the building’s architectural style.

▪ Massing, Volume, and Bulk
In order to maintain views of the hills beyond, the design guidelines encourage
articulated, additive forms of varied heights. The design guidelines further encourage
architectural elements, such as covered porches at entries and patios, entry alcoves,
bay windows, to be incorporated into the design. The design guidelines require the
following to emphasize massing and bulking issues:

¤ Maximum width of the building’s front elevation will be limited to 50% of the lot
width.
¤ For two-story structures, the second floor portion of the building should be
recessed from the first-floor building plane and should not exceed 40% of the
building footprint.
¤ Each elevation shall be composed with inset or projecting elements so as no
portion shall be a continuous single plane exceeding 40% of the total length.
¤ Proposed building height would be measured vertically from the lowest finished
grade to the top of the roof ridge, excluding chimneys.

▪ Driveways and Parking
Shared driveways are proposed for all lots except for Lots 13-15 accessed from
Westbridge Lane. To maintain the rural appearance of the general area, Spotorno
Ranch Drive is proposed to have no parking along the public right of way. The primary
residence on each lot would be required to provide a minimum three car garage and/or
covered carport screened from public view. Each ADU would be required to provide a
minimum of a single car garage and/or covered carport. Individual lots will require, in
addition to garage space, a minimum of four off-street visitor parking spaces with ample
on site turn around space, so as to avoid the need for vehicles to back out onto the
public right of way.

The design guidelines do not have specific requirement s for driveway material. To
reduce impervious surfaces, staff recommends the guidelines encourage the use of
permeable paving, pavers or brick laid on sand, etc. for driveways and uncovered
parking spaces.

▪ Landscaping
The HVSP encourages substantial landscape planting along with other soft surface
landscaping between the structures and front roadways. Landscape on each lot would
be designed, planted, and maintained by the respective homeowner. Planting along the
street and in Parcels A and B are proposed as part of the project. This will be installed
as part of the project’s improvements and maintained by the HOA.

The design guidelines require planting material to meet the City’s Water Efficient
Landscape Ordinance. Additionally, the design guidelines include the following
recommended plantings:
