PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
20 of 28
¤ Perennials: citrus trees, dwarf apple, pear, plum, apricot, almond and nectarine.
Additionally, avocados, walnut and persimmons are being considered. Berry vines
and grapes for wine can cover fences, arbors and trellises. Other perennials that
may include sorrel, New Zealand spinach, golden berries, chives, chayote, Malabar
spinach, and sunchokes.

¤ Drought tolerant plantings: olives, millet, sorghum, arugula, African basil, okra,
cowpeas, and mesquite.

The City Landscape Architect has reviewed the proposed planting list and commented
that not all proposed species are suitable for the area. Hence, it is recommended the list
be revised to reflect the following:

Trees native to California, native and other climate appropriate shrubs, grasses, and
groundcovers, citrus and other fruit trees, berry and grape vines covering fences,
arbors and trellises.

Staff has included a condition of approval requiring the final plant list be reviewed and
approved by the City Landscape Architect.

The Design Guidelines also include language prohibiting structures or landscape from
obstructing neighboring parcels from the ability to collect solar energy during the hours
of 9 am to 3 pm PST year around. Staff believes this language could be challenging to
implement and/or enforce, and therefore recommends the proposed language be
revised so appropriate planting materials could be selected and installed to avoid
blocking solar energy to neighboring properties.

▪ City Review Process of Individual Homes
Staff has included a condition of approval requiring future home and site design be
reviewed and approved at the Zoning Administrator level. Per §18.20 of the PMC, the
Planning Commission will be notified of the Zoning Administrator’s action. The Planning
Commission has the option to call up the Zoning Administrator’s action or appeal the
action to the City Council during the appeal time.

Transportation and Circulation
Circulation
The proposed Spotorno Ranch Drive would connect to Alisal Street where Alisal Street makes
a 90-degree bend near the Faith Chapel Assembly of God driveway. To avoid any possible
driver confusion or conflict, the Transportation Assessment study prepared by Fehr & Peers
recommends several measures including reconstructing the future intersection of Spotorno
Ranch Road at Alisal Street and providing stop control for vehicles traveling eastbound on
Alisal Street, or consider implementing an all-way stop-control.

The Spotorno Ranch Drive would form a T-intersection at Westbridge Lane. The Fehr & Peers
study recommends the installation of a stop-sign on Spotorno Ranch Road at the new T-
intersection for vehicles turning to Westbridge Lane. Staff has included conditions of approval
addressing these items.
