PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
22 of 28
would be within 2 percent of the amount estimated in the 2018 TIA/Draft SEIR. For this
assessment, results from the 2018 Draft SEIR were used to evaluate the project’s potential
effect related to the City’s traffic operations thresholds.

Traffic Calming
Traffic calming measures have been discussed and evaluated in order to provide safer
roadways. The design of new traffic-calming measure and/or modification of the existing traffic-
calming measures along Alisal Street at Sycamore Road and at Alisal Court would be required
to be consistent with the rural nature of the roadway. The installation of new traffic-calming
measures (e.g. speed lumps) on Spotorno Ranch Drive would be consistent with the City’s
Neighborhood Traffic Calming Program. Staff has included a condition of approval to address
this item.

Pedestrian and Bicyclist Safety
Safety issues concerning pedestrians and bicyclists in the Happy Valley area , in general, have
been raised by area residents. As proposed, sidewalk and trails within the project area would
provide safe and expanded travel routes for use by both pedestrians and bicyclists. The
sidewalk and these trails would be constructed as part of the development. The proposed trail
on Alisal Street, a county street, and along Westbridge Lane, would improve the existing
condition for pedestrians when constructed.

Westbridge Lane
The western segment of Westbridge Lane is identified in the HVSP as the Golf Course
Emergency Vehicle Access (EVA). The HVSP requires the construction of a bypass road to
accommodate all of the traffic created by the golf course, homes at the golf course (Mariposa
Ranch), and development of the Spotorno propoerty. After the bypass road is constructed, the
HVSP anticipates the western end of Westbridge Lane would be closed (at approximately
2215 Westbridge Lane) to through traffic and used only for emergency vehicle access.

The bypass road is not part of the proposal. Hence, the applicant intends to leave Westbridge
Lane as it currently is configured, allowing for through vehicle traffic. The Fehr&Peers analysis
indicates there would be a 5 percent increase in cumulative weekday daily roadway segment
volumes on Westbridge Lane with the project. Staff finds this increase is minor; thus, retaining
Westbridge Lane as a through street is acceptable.

Geology and Soils
The project site is located within a California Earthquake Fault Hazard Zone for the Verona
Fault, which crosses the site adjacent to the eastern boundary of the proposed development
area by the proposed Lots 8-12. A Geotechnical Feasibility Report was prepared by Engeo in
2015 for development on the Spotorno Flat Area. The 2015 Engeo report indicates four
landslides along the eastern boundary of the proposed development. It does not appear that
structures will be located on slide areas, however, structures could be located near the to p of
the landslides risking damage to the structure. Engeo recommends repair of the identified
landslides. Engeo’s recommendations also include review of the final construction plans. Staff
has included conditions of approval to address these items.

Grading and Retaining Walls
The HVSP states grading should be limited as much as feasible, and where cuts and fills are
necessary, contour grading shall be used which blends new grades with existing grades.
