PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
21 of 28
The bypass road contemplated in the HVSP is not part of the proposed application. As
mentioned in the Background section of the report, the funding of the bypass road construction
would have come from the development of the Spotorno’s Upper PUD-LDR (Lot 96 of HVSP)
and PUD-MDR (Lot 97 of HVSP). As no development is proposed on these two lots, the
segment of the proposed bypass road on the subject Lot 98 is not needed as it would result in
a dead end. The Transportation Assessment also concluded that traffic volumes associated
with the project would not trigger the need for the bypass road.

Trip Generation and Volume
The proposed development is anticipated to bring additional traffic to the neighborhood and its
surrounding areas. A Transportation Assessment study was conducted by Fehr & Peers.
Potential impacts were analyzed based on the data from these two documents: 1) the HVSP
Final Environmental Impact Report (FEIR), and a 2018 Traffic Impact Analysis (TIA) prepared
as part of a Draft SEIR for a previously proposed project of 39 units within the same
development area.

The 1998 HVSP FEIR developed a project-specific trip rate of 12.8 trips per day per dwelling
unit. This would have resulted in 282 trips per day for the 22 units proposed for the Spotorno
Flat Area. The 2018 TIA for the prior 39-lot proposal estimated an average of 390 trips on
Saturdays and 370 trips on weekdays. These number are provided for comparison and the
analysis can be used to demonstrate the current proposed project would not exceed the
impacts described in the 1998 HVSP FEIR. The currently proposed development also includes
22 ADUs. The traffic study estimates4 the proposed project, including the 22 ADUs, would
generate 400 trips on Saturdays and 380 trips on weekdays. The proposed project is expected
to generate a total of 26 trips during the AM peak -hour and 34 trips during the PM peak-hour.
Table 3 shows the trip generation summary.

Table 3: Project Trip Generation Summary
Land Use Units
Daily AM Peak-hour PM Peak-hour
Saturday Weekday In Out Total In Out Total
Single-family residence 22 220 210 4 12 16 14 8 22
ADU 22 180 170 2 8 10 7 5 12
Total Trips 400 380 6 20 26 21 13 34
2018 TIA 39 390 370 7 22 29 25 14 39
Difference between
proposed project and
2018 TIA +10 -10 -1 -2 -3 -4 -1 -5
Notes:
du = dwelling unit
Source: Trip Generation Manual (10th Edition). ITE 2017; Fehr & Peers 2021.

Fehr & Peers study states, based on the expected level of trip generation for the proposed
project, preparation of a full transportation impact assessment was not required for the
currently proposed project. The proposed project is expected to generate marginally more
vehicle traffic than anticipated in the 1998 HVSP FEIR for the Spotorno Flat Area but traffic

4 Fehr & Peers used Using current Institute of Transportation Engineers (ITE) trip generation rates for single-family detached housing (ITE
Land Use Code 210) and low-rise multi-family (ITE Land Use Code 220) to account for potential trips from the ADUs.
