PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission
25 of 28
developers of new homes connecting to these City-constructed facilities are required to
reimburse a pro-rata share of the total costs to the City. The proposed development will
connect to these existing facilities. Staff has added a condition of approval to address this item.

Affordable Housing Requirements
Chapter 17.44 of the PMC (Inclusionary Zoning) requires for new single-family residential
projects of 15 units or more, that at least 20 percent of the project’s dwelling units shall be
affordable to very low, low, and/or moderate income households. While providing affordable
housing units is the goal, the city acknowledges that it may not always be practical to require
that every project satisfy its affordable housing requirement through the construction of
affordable units within the project. As such, the Inclusionary Zoning Ordinance (IZO) provides
alternative to constructing inclusionary units on site. For this project, the applicant proposes to
pay the affordable housing fee to satisfy the IZO requirements.

The Housing Commission at its meeting on June 17, 2021 reviewed the request from applicant
and the draft Affordable Housing Agreement (AHA). The applicant proposed 22 si ngle-family
residential homes along with 22 ADUs. The ADU must be constructed together with the
primary residence, and would help to provide a variety of housing options to future residents.
The Housing Commission unanimously recommended the City Council approve the AHA and
payment of a $1,013,672 in lieu fee.

Parks and Recreation Commission
The Parks and Recreation Commission at its meeting of June 10, 2021. The Parks and
Recreation Commission reviewed the proposed trail layouts and expressed support. Some of
the Commissioners wished to see a park be included in the proposal. After taking public
testimony, the Parks and Recreation Commission unanimously recommended approval of the
trail component of the project to the City Council.

ANALYSIS - VESTING TENTATIVE SUBDIVISION MAP (TRACT 8616)
The proposed tentative subdivision map is substantially the same as the PUD development
plan in terms of site layout, lot dimensions, street configuration, grading, and utilities. However,
staff recommends the following be reflected on the map :

Right of Way/Easement Dedications
The applicant should dedicate right-of-way, easements, or relinquish rights to the City on the
final map for the proposed subdivision (Tract 8616) including the following:

▪ A public access easement (PAE) across the various pedestrian/bicycle trails;
▪ The storm drain easement (SDE) across Parcel A;
▪ Public right-of-way across the western and southern frontages of Parcel A;
▪ Public right-of-way across the southern frontages of Lots 12 to 15 shall be dedicated to
the City for Westbridge Lane;
▪ Abutter’s rights shall be relinquished across the Westbridge Lane frontage of Lot 12;
▪ Public Service Easements (PSE) across all public street frontages.

The City has an existing underground sanitary sewer lift station located in a vault underneath
Alisal Street, next to the proposal Parcel A. To facilitate access, parking and staging to this City
facility, staff recommends a wider PSE be dedicated across the southwest corner of Parcel A,
