Common
practice is to quantify construction-related GHG emissions, amortize them over an assumed 30-year
project lifetime, and add the amortized value to the operational GHG emissions estimate.
FCS evaluated GHG emissions for a 39-lot subdivision on the site in a 2018 DEIR, and compared them
to the BAAQMD bright-line significance threshold of 1,100 metric tons of carbon dioxide equivalent
(CO2e) per year (MT CO2e/year). The total emissions from operations, including the amortized
construction emissions, was 584 MT CO2e/year, which is below the BAAQMD significance threshold
(Emissions for a 22-lot subdivision, as is currently proposed, would be even lower). Details can be
found in Appendix B. This effect would not constitute new information, an additional or more severe
impact that was analyzed in the 1998 HVSP FEIR.
b) Greenhouse Gases Emissions Reduction Plan Conflict
Would the project: Conflict with any applicable plan, policy or regulation of an agency adopted for
the purpose of reducing the emissions of greenhouse gases?
The City of Pleasanton adopted a CAP in 2012. While the Pleasanton CAP does not currently meet
the requirements for being a Qualified GHG Reduction Plan per BAAQMD requirements, it did meet
the requirements in 2018 when the previous analysis was conducted.
