City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 107
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
FCS compared the current proposed project to the Pleasanton CAP and found that the proposed
project would not conflict with or obstruct its implementation. The City of Pleasanton is in the
process of updating its CAP, but it has not been published at the time of writing. California does not
have a GHG reduction plan per se, but rather a large suite of regulations and codes aimed at GHG
reductions on a Statewide level. Many of the most relevant California requirements are intended to
be incorporated in local planning as elements of a General Plan or, preferably, a CAP. Therefore, the
most applicable plan to compare the proposed project to remains the Pleasanton CAP.
The proposed project would not result in a new or more severe impact that was analyzed in the 1998
HVSP FEIR.
FEIR Mitigation Measures
No mitigation measures were included in the 1998 HVSP FEIR.
Conclusion
The 1998 HVSP FEIR did not specifically address GHG emissions as the topic was not a part of the
CEQA Appendix G Checklist at the time of publication. However, energy efficiency in homes and
vehicles has increased dramatically in the time since 1998 and will continue to do so for the
foreseeable future. The homes built as part of this proposed project will be far more energy efficient
and use more renewable energy than homes built in 1998. Similarly, vehicles have steadily increased
in fuel efficiency and recent trends include rapid uptake of electric vehicles. The proposed project
would not result in new or more severe impacts with regards to GHGs.
