City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

110 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
Therefore, the proposed project would not result in any peculiar effects and would not result in new
or more severe impacts related to the routine transport, use, or disposal of hazardous materials
beyond what was previously analyzed in the 1998 HVSP FEIR.
b) Risk of Upset
Would the project: Create a significant hazard to the public or the environment through reasonably
foreseeable upset and accident conditions involving the release of hazardous
materials into the environment?
The 1998 HVSP FEIR determined that chemicals used in association with past land uses on the site
(petroleum hydrocarbons, aromatic hydrocarbons, volatile organics, metals, pesticides, and
herbicides) could present a health risk to workers involved in site development activities and future
site and off-site users if the chemicals had been released to soil and groundwater. The 1998 HVSP
FEIR determined that potential impacts could be mitigated by the preparation of a Phase I
Environmental Site Assessment (Phase I ESA) pursuant to MM I1; preparation of a Phase II ESA and
additional mitigation measures, if appropriate, pursuant to MM I2; inventories of the interior areas
of all on-site agricultural structures prior to demolition and transportation to and disposal/recycling
of any discovered hazardous materials at an appropriate off-site facility, pursuant to MM I4; and
monitoring of removal of the floors/foundations to determine whether hazardous materials spills are
present or suspected to have occurred in these areas, with appropriate follow-up measures,
pursuant to MM I5. The 1998 HVSP FEIR also required compliance with the applicable regulations to
prevent exposure to lead or asbestos from demolition activities. The 1998 HVSP FEIR concluded that
impacts would be less than significant with implementation of these mitigation measures.
As discussed under the previous question, construction-related activity associated with the proposed
project would be required to adhere to all applicable regulations. Removal and disposal of hazardous
materials from the project site would be conducted by an appropriately licensed contractor. Any
handling, transporting, use, or disposal would comply with applicable laws, policies, and programs set
forth by various federal, state, and local agencies and regulations, including the EPA, RCRA, and City of
Pleasanton Chapter 9.21 regarding construction and demolition debris. No demolition of structures is
proposed on the project site; therefore, the proposed project would not result in exposure to lead-
based paint or asbestos containing materials (ACM).
Hazardous materials used on-site during operations may vary, but would likely be limited to
fertilizers, herbicides, pesticides, solvents, cleaning agents, and similar materials used for daily
residential operations and maintenance activities. These types of materials are common for
residential developments such as the project and represent a low risk to people and the
environment when used as intended. As such, development of the project would not create a
significant hazard to the public or the environment through reasonably foreseeable upset and
accident conditions involving the likely release of hazardous materials into the environment.
Pursuant to MM I1, a Phase I ESA was prepared for the project site on January 9, 2015, by ENGEO
Inc. (Appendix E). Additional mitigation would not be applicable to the proposed project. Therefore,
the proposed project would not result in any peculiar effects and would not result in new or more
