City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 111
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
severe impacts related to the risk of upset and accident conditions involving hazardous materials
beyond what was previously analyzed in the 1998 HVSP FEIR.
c) Exposure of Schools to Hazardous Materials or Emissions
Would the project: Emit hazardous emissions or handle hazardous or acutely hazardous materials,
substances, or waste within one-quarter mile of an existing or proposed school?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the significance level of impacts associated with the potential for exposure of
schools to hazardous materials or emissions.
The closest school to the project site is Village High School, located 1.4 miles to the north at 4645
Bernal Avenue. The project site is not located within 0.25 mile of a school. Project construction
would not have the potential to emit hazardous emissions or handle hazardous or acutely hazardous
materials, substances, or waste within 0.25 mile of an existing or proposed school, and as a result,
there would be no impact from construction or operation. Therefore, the proposed project would
not result in any peculiar effects and would not result in new or more severe impacts related to the
potential for exposure of schools to hazardous materials or emissions beyond what was previously
analyzed in the 1998 HVSP FEIR.
d) Hazardous Materials Sites
Would the project: Be located on a site which is included on a list of hazardous materials sites
compiled pursuant to Government Code Section 65962.5 and, as a result, would
it create a significant hazard to the public or the environment?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the significance level of impacts associated with hazardous materials sites
compiled pursuant to Government Code Section 65962.5. However, the 1998 HVSP FEIR determined
that historical and current land uses within the HVSP area may have involved the use of underground
and aboveground tanks. Pursuant to MM I7, if aboveground and/or underground fuel tanks are to be
removed, they shall be removed in accordance with the requirements of the Livermore-Pleasanton
Fire Department by qualified personnel. According to the 1998 HVSP FEIR, these procedures will
reduce the danger from encounters with such facilities to a less-than-significant level.
The project site is not listed on any hazardous materials databases compiled pursuant to
Government Code Section 65962.5. The State of California databases, including GeoTracker and
EnviroStor, did not identify any locations of hazardous waste sites on the project site. The GeoTracker
database showed one Leaking Underground Storage Tank (LUST) site located less than 1 mile west of
the proposed project site, at 6177 Sunol Boulevard. However, this site (identified as Kaiser
Aluminum) was listed as closed as of 2009.24 A search on the EnviroStor website showed one site 2.1
miles west of the project site, identified as Applied Biosystems, located at 6001 Sunol Boulevard.
