City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

152 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
• The addition of project traffic at a study intersection would result in the 95th percentile vehicle
queue exceeding the available storage or would increase 95th percentile queue by more than
two vehicles where the queue already exceeds the available storage space (for example,
vehicle queues spilling back from ramp terminal intersections to the freeway mainline, or
vehicle queues extending beyond the available turn pocket length, impeding travel in the
adjacent lanes).

a) Congestion Management Plan
Would the project: Conflict with an applicable congestion management program, including, but not
limited to level of service standards and travel demand measures, or other
standards established by the county congestion management agency for
designated roads or highways?
The 1998 HVSP FEIR determined that the project would result in Level of Service (LOS) impacts that
are nearly identical to those under the General Plan buildout scenario for the Happy Valley Specific
Plan Area. Additionally, the 1998 HVSP FEIR determined that traffic associated with the Specific Plan
project together with traffic generated by other future development would contribute to cumulative
traffic levels in the regional system that were projected to violate the standard adopted by the Tri-
Valley Transportation Council, which would be a cumulative impact. This was determined to be an
unmitigable, unavoidable impact that the city considered in adopting a statement of overriding
considerations when certifying the HVSP FEIR. The current proposed project does not change that
conclusion.
Trip Generation
The 1998 HVSP FEIR developed a project-specific trip rate of 12.8 trips per day per dwelling unit. This
would have resulted in 282 trips per day for the 22 units proposed for the Spotorno Flat Area. A 2018
Traffic Impact Analysis (TIA) was conducted as part of a Draft SEIR for a previously proposed project
of 39 units on this site. That analysis estimated that the 39-unit project would generate an average
of 390 trips on Saturdays and 370 trips on weekdays. These number are provided for comparison
and so that analysis can be used to demonstrate that the current proposed project would not exceed
the impacts described in the 1998 HVSP FEIR. Using current Institute of Transportation Engineers
(ITE) trip generation rates for single-family detached housing (ITE Land Use Code 210) and low-rise
multi-family (ITE Land Use Code 220) to account for potential trips from the ADUs , Fehr and Peers
estimated that the proposed project would generate 400 trips on Saturdays and 380 trips on
weekdays. The proposed project is expected to generate a total of 26 trips during the AM peak-hour
and 34 trips during the PM peak-hour, as shown in Table 4 below.
