The impact in the existing condition was related
to construction activities, and the cumulative impact was related to intersection operations.
Construction-related activities could create potential conflicts with other roadway users, such as
construction-related activities resulting in lane closures along the project frontage, construction
vehicles queueing within the public right-of-way waiting entry to the site, construction worker
parking in non-designated parking areas, or construction debris on public streets. Construction
impacts would be temporary in nature; however, this impact would require mitigation, as proposed
in the 1998 HVSP FEIR MM B6. A construction management plan would enhance the intent of the
original mitigation measures and would reduce the project’s potential for construction vehicle
conflicts with other roadway users. Implementation of MM B6 and the construction management
plan MMTrans-1 as a condition of approval for the proposed project would reduce the temporary
construction impacts to less than significant.
Although construction impacts would be temporary, development of a construction management
plan would reduce the potential for construction vehicle conflicts with other roadway users. Because
MM B6 is intended to mitigate conflicts between roadway users, the preparation of a construction
management plan to further reduce potential conflicts between roadway users during construction,
consistent with the intent of MM B6. Additionally, the proposed project would pay all applicable
local and regional transportation impact fees to fund the construction of planned roadway
improvements in the area. Therefore, with the addition of a condition of approval to enhance the
intent of MM B6 as it applies to the Spotorno Project, the proposed project would not result in any
peculiar effects and would not result in new or more severe impacts related to LOS standards and
travel demand measures, or other standards for designated roads or highways beyond what was
previously analyzed in the 1998 HVSP FEIR.
b) Inconsistent with CEQA Guidelines Section 15064.3
Would the project: Would the project conflict or be inconsistent with CEQA Guidelines Section
15064.3, subdivision (b)?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the level of significance related to the HVSP’s consistency with CEQA Guidelines
