City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

166 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
construction of new wastewater facilities and would not result in impacts related to wastewater
treatment capacity beyond those previously analyzed in the 1998 HVSP FEIR.
d) Solid Waste Reduction Goals Consistency
Would the project: Generate solid waste in excess of State or local standards, or in excess of the
capacity of local infrastructure, or otherwise impair the attainment of solid
waste reduction goals?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the level of significance related to solid waste reduction goals consistency.
Pleasanton Garbage Service (PGS) serves the City of Pleasanton and offers solid waste collection
services from commercial, industrial, and residential customers within the City. Collected solid waste
is sorted at the Pleasanton Transfer Station, which is operated by PGS. The Pleasanton Transfer
Station has a three-sort system for garbage, recyclables, and organics. Residual waste is disposed at
the Vasco Road Landfill via transfer trailer trucks. The Pleasanton Transfer Station has a design
capacity of 720 tons per day.55
Non-recyclable materials are transported to Vasco Road Landfill northeast of Livermore. The Landfill
covers 644 acres, of which 246 acres are permitted for landfill uses. The Landfill is permitted to
receive up to 2,518 tons of waste per day.56 The Landfill has a total permitted capacity of 32,970,000
cubic yards and a remaining capacity of 6,000,000 cubic yards of waste. According to the Solid Waste
Facility Permit, the estimated closure year is 2035.57
Short-term Construction Impacts
The EPA estimates a residential construction waste generation rate of 4.39 pounds per square foot of
new construction.58 The proposed 22 residential lots with an average size of 47,660 square feet
would be developed with six single-story homes at an FAR of 40 percent, and 16 2-story homes at an
FAR of 25 percent, resulting in construction of 305,024 square feet. (ADUs must conform to the total
FAR for each site as well, so they are included in 305,024 square feet calculation.) Therefore,
proposed project construction is projected to generate over 1,339,055 pounds or 570 tons of waste.
Spread over a 575-working-day construction schedule, this equates to approximately 1.16 tons of
waste per day. The Vasco Landfill is permitted to receive 2,518 tons of waste per day. As such, the
1.16 tons per day of construction debris generated by the project represents a nominal percent of
the quantity of solid waste that the landfill currently accepts on a daily basis. Therefore, short-term
construction impacts associated with permitted landfill capacity would be less than significant.

55 Alameda County Waste Management Authority. 2020.
