City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

176 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
Less than significant impact. The 1998 HVSP FEIR concluded that buildout of the HVSP would have
significant, unavoidable effects on traffic, but that all other impact areas would be less than
significant or less than significant with mitigation. The proposed project would be represent a
fraction of development assumptions contained within the prior EIRs, and would therefore be
expected to yield a similar conclusion. The preceding sections of this checklist discuss various types
of impacts that could have adverse effects on human beings, including air quality, seismic and
geological hazards, hydrology and water qualiaty, noise and vibration. Each type of impact with the
potential to cause substantial adverse effects on human beings has been evaluated, and this
checklist concludes that these potential impacts would not substantially increase with development
of the proposed project, and would be consistent with the results concluded in the previous EIRs
prepared for the project. Therefore, the proposed project would have a less than significant impact
related to adverse effects on human beings.
FEIR Mitigation Measures
The following mitigation measures were adopted for the 1998 HVSP FEIR, apply to the proposed
project, and are found with their full text in the corresponding sections, above. The entire Mitigation
Monitoring and Reporting Program (MMRP) is provided in Appendix A.
MMs A1 to A4, Land Use
MM B2 to B6, Transportation
MM C1 to C4, Noise
MM D1 toD4, Air Quality
MM E1 and E3 (the second), Water (Hydrology)
MM F, Sanitary Sewer (Utilities)
MM G1, G3, G4, and G5, Drainage
MM H1 to H8, Geology
MM I1 to I 3; I6, I10, and I11 Public Health and Safety (Hazards)
MM J1 to J4; J5, J9, and J10 Biology (Biological Resources)
MM L2-3 (Visual Resources)
MM O1 and O2 (Public Services: Fire Protection
Conclusion
The impact conclusions of the 1998 HVSP FEIR remain unchanged.
