City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 175
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
b) Cumulatively Considerable Impacts
Does the project: Have impacts that are individually limited, but cumulatively considerable?
(“Cumulatively considerable” means that the incremental effects of a project are
considerable when viewed in connection with the effects of past projects, the
effects of other current projects, and the effects of probable future projects)?
Significant unavoidable. The 1998 HVSP FEIR found the following significant, cumulatively
considerable impacts resulting from the Specific Plan implementation:
Land Use. Conversion of agricultural lands on the site to urban use, together with other such
conversions in Alameda County, would be an unavoidable cumulative adverse impact.
Transportation. Traffic associated with the HVSP project, together with traffic generated by other
future development, would contribute to cumulative traffic levels in the regional system project to
violate the standard adopted by the Tri -Valley Transportation Council.
Water Supply. The water demand of the HVSP project, together with demand generated by other
future development, would contribute to Zone 7’s anticipated need to expand its available water
resources in order to meet buildout water needs of its service area.
Wastewater Treatment Capacity. Increase in wastewater flows generated by the HVSP project, in
conjunction with wastewater flows generated by other Pleasanton project, would contribute to the
DSRSD’s need to expand treatment capacity at the WWTP.
Wastewater Export Capacity. The wastewater export demand of the HVSP and proposed project,
together with demand generated by other future development, would contribute to an impending
shortfall of Pleasanton’s export capacity in the LAVWMA pipeline and to LAVWMA’s anticipated need
to expand pipeline capacity.
Fire Protection. In combination with other planned, propose, and approved development, including
buildout of development anticipated by the Pleasanton General Plan, development according to the
HVSP would contribute to demands for fire protection that would eventually expose additional
portions of the fire service area to risk in the form of response times exceeding 5 minutes.
The 1998 HVSP FEIR does not identify mitigation measures for cumulative impacts; however, the City
adopted a statement of overriding considerations when certifying that document that found that the
cumulative impacts were considered acceptable when balanced against the provision of new
housing.
c) Adverse Effects on Human Beings?
Does the project: Have environmental effects, which will cause substantial adverse effects on
human beings, either directly or indirectly?
