The 1998 HVSP FEIR determined that historic resources in the HVSP planning area include
a historic barn; however, the barn is not located within the project area, so the associated mitigation
measure would not be applicable to the proposed project. MM K2, which requires a qualified
Archaeologist to make recommendations if previously undiscovered historic resources are
discovered during construction, would remain applicable to the proposed project. The 1998 HVSP
FEIR concluded that impacts would be less than significant with mitigation incorporated.
On February 15, 2018, FCS staff conducted a records search for the project area and a 0.5-mile radius
beyond the project boundaries at the Northwest Information Center (NWIC) located at California
State University Sonoma. To identify any historic properties or resources, the current inventories of
the National Register of Historic Places (NRHP), the California Register of Historical Resources
(CRHR), the California Historical Landmarks list, the California Points of Historical Interest list, and the
California State Historic Resources Inventory were reviewed to determine the existence of previously
documented local historical resources. Results from the NWIC indicate that three historic-era
resources and one prehistoric resource have been recorded within 0.5 mile of the project area, none
of which are located within the project site. In addition, seven area-specific survey reports are on file
with the NWIC for the search radius, with no resources identified in conjunction with the project
site. No historic or prehistoric resources were encountered during the pedestrian survey. Because no
known historical resources have been recorded within the project footprint, no impacts to known
historical resources would occur during project development.
While unlikely, subsurface construction activities always have the potential to damage or destroy
previously undiscovered historic and prehistoric resources. Historic resources can include wood,
stone, foundations, and other structural remains; debris-filled wells or privies; and deposits of wood,
glass, ceramic, and other refuse. Accordingly, consistent with the 1998 HVSP FEIR, implementation of
MM K2 would be required to reduce potential impacts to historic resources that may be
inadvertently discovered during project construction. Therefore, the proposed project would not
result in any peculiar effects related to historic resources and would not result in new or more severe
impacts related to historic resources beyond what was previously analyzed in the 1998 HVSP FEIR.
b) Archaeological Resources
Would the project: Cause a substantial adverse change in the significance of an archaeological
resource pursuant to Section 15064.5?
The 1998 HVSP FEIR included an analysis of archaeological resources as defined in CEQA Appendix K
Section III. The 1998 HVSP FEIR determined that archaeological resources within the HVSP planning
area include Site CA-ALA-24, but that this site had been previously destroyed, possibly during
construction of a previous project. The 1998 HVSP FEIR concluded that because no development was
proposed within the area encompassing the recorded location of this site, there would be no
