City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 91
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
Archaeologist has an opportunity to evaluate the find and make recommendations
for mitigation, if warranted.
Timing: During construction.
Proposed refinements to mitigation language
The following refinements to MM K2 in the 1998 HVSP FEIR, as it relates to the Spotorno Project, are
proposed to be included as a condition of approval to provide enhanced protection to cultural and
paleontological resources:
Because of the project site’s archaeological and paleontological sensitivity, a cultural
resources monitor who meets the Secretary of Interior’s Professional Qualification
Standards for archaeology, and has experience identifying paleontological resources
shall be present during the initial phase of ground disturbance in order to check for
the inadvertent exposure of archaeological and paleontological materials. Once soils
are made visible in areas of proposed ground disturbance, the monitor will assess
the likelihood that they contain archaeological and/or paleontological resources and
determine what additional monitoring, if any, will be required. In the event a
potentially significant resource is encountered during subsurface earthwork
activities, all construction activities within a 100-foot radius of the find shall cease
and workers should avoid altering the materials until the Archaeologist has
evaluated the situation. The applicant shall include a standard inadvertent discovery
clause in every construction contract to inform contractors of this requirement.
Potentially significant resources consist of but are not limited to stone, bone, glass,
ceramics, fossils wood, or shell artifacts, or features including hearths, structural
remains, or historic dumpsites. The Archaeologist shall make recommendations
concerning appropriate measures that will be implemented to protect the resource,
including but not limited to excavation and evaluation of the finds in accordance
with Section 15064.5 of the CEQA Guidelines. Any previously undiscovered
resources found during construction within the project site shall be recorded on
appropriate Department of Parks and Recreation (DPR) 523 forms and will be
submitted to the City of Pleasanton, the Northwest Information Center, and the
California Office of Historic Preservation (OHP), as required.
Conclusion
The 1998 HVSP FEIR found that impacts to cultural resources would be less than significant with the
incorporation of mitigation measures. Subsequent studies in 2018 and 2021 generally confirm the
conclusions of the 1998 HVSP FEIR, and also indicate that the protections afforded by MM K2 could
be refined to include monitoring of initial ground-disturbing activities, to provide enhanced
protection for cultural and paleontological resources. With implementation of the existing 1998
HVSP FEIR mitigation, along with the proposed refinements to be included as a condition of approval
of the proposed project, no new significant impacts to cultural resources would occur. The
conclusions from the 1998 HVSP FEIR remain unchanged.
