City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 93
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
regulations and standards would assure that the proposed project would not be wasteful or
inefficient with regards to energy consumption. Therefore, no new or more severe impact to energy
would result.
b) Energy Efficiency and Renewable Energy Standards Consistency
Would the project: Conflict with or obstruct a state or local plan for renewable energy or energy
efficiency?
The City of Pleasanton adopted a CAP in 2012 with the purpose of helping the City meet its goal of
reducing GHG emissions to 1990 levels by 2020. The CAP was chosen as the baseline for this analysis
because it is more current than the City’s General Plan. While the current Pleasanton CAP is not a
Qualified GHG Reduction Strategy per BAAQMD requirements, it does present measures intended to
reduce GHG emissions that focus on energy efficiency and renewable fuels. The Pleasanton CAP
Goals and Supporting Strategies for the energy topic are as follows:
Goal EC Reduce Community Energy Use
EC1 Use city codes, ordinances, and permitting to enhance green building, energy
efficiency, and energy conservation.
EC2 Leverage state and local programs to increase energy efficiency and conservation.
EC3 Establish and promote financing and financial incentive programs to support energy
efficiency and conservation.
EC4 Develop programs to increase energy efficiency and conservation.
Goal EG Reduce Energy Used by Municipal Operations
EG1 Promote green building and energy efficient development for government
operations and city infrastructure.
Goal ER Increase Renewable Energy Generation
ER1 Implement local ordinances and permitting processes to support renewable energy.
ER2 Develop programs to promote on-site renewable energy to the community.
ER3 Promote use of renewable energy for municipal operations.
The nature and characteristics of the proposed project would not conflict with or obstruct any of the
goals identified in the Pleasanton CAP. Furthermore, electrical power to the proposed project would
be supplied by PG&E, which is in compliance with the California Renewable Portfolio Standard
governing the carbon intensity of delivered electrical power. PG&E currently provides over 30
percent renewable electricity in its service area, and the total percent of renewable power in PG&E’s
mix will only increase over time as the Renewable Portfolio Standard continues to drive utilities to
