Objective Design Standards for Multifamily Housing in R-M, C-C, and M-U Zoning Districts
City of Pleasanton - 6 - December 14, 2022January 5,
2023 - DRAFT

PART 1
Introduction

A. PURPOSE
These Development Standards and Guidelines are to be used for evaluation of residential development
and mixed-use development including a residential component. For the purposes of these standards
Development shall be defined as multifamily development or mixed-use development containing a
residential component.
The following standards shall be applied to such development located within the 319-acre area designated
as the Downtown Specific Plan area, or on sites zoned for R-M or C-C District zoning outside of the
designated Downtown area. The following subsections define each standard as applicable to Downtown,
R-M or C-C zones outside of downtown, or both.
The Standards and Guidelines provide direction to developers and property owners on the key
components of site design, building massing, setbacks, architectural features, parking orientation, access,
and street character. Both quantitative standards and qualitative guidelines have been incorporated, as has
a framing vision statement:
• Standards, as designated by this document and numbered #.#, have been developed as clear,
objective criteria designed to be uniformly verifiable by reference to an external and uniform
benchmark or criterion available and knowable by both the development applicant or proponent
and the public official pursuant to California Government Code, § 65589.5, subdivision (f). The
Standards provided in this document shall form the objective basis of determining whether
development applications conform or shall be denied.
• Guidelines. In addition to the binding Standards, this document also contains guidelines,
designated by heading and lettered suffix. Guidelines are provided to convey informational
guidance to applicants and convey the subjective design desires of the Pleasanton community for
new development, but are not legally enforceable, nor shall they be permitted under current
California law to be grounds for rejecting development applications.
• Vision Statement. Similar to the Guidelines, the Vision Statement included in this introductory
chapter provides a framing statement of the City’s purpose and intent of the guidelines and
standards in a qualitative manner; conformance to the Vision Statement shall not be used as the
basis for approval or denial of a development application.

These Objective Development Standards and Guidelines shall not preempt relevant sections of the
Pleasanton Municipal Code as allowed by California State Law. Notwithstanding the above, the City shall
process and review all projects in accordance with the requirements of State law as they may apply to any
housing development project as defined under State law, including but not limited to number of meetings
or hearings, processing timeframes and basis for approval or denial of a project.
Note that objective design standards for residential development on sites outside of the Downtown
Specific Area and R-M zones, within sites designated for housing within the City’s Housing Element, are
set forth in a separate document, the “Objective Design Standards for Housing Sites”
