• Note: With respect to the Vineyard("Neal")property,staff supports consideration of 3-4 dwelling units per
acre for the entire 10.64-acres in the future, subject to(a)the ability to update the related CEQA document;
and,(b)the inclusion of staff approved open space. We agree that this should be addressed at a future date.
Should the City Council vote in support of the recommendation of staff and Planning Commission,the School
District remains committed to collaborating with the City on a Master Plan for the District Office site
inclusive of the following;
• Small lot single family homes,with designs consistent with the adjacent neighborhood,will face Abbie
Street,2"d Street and 3'd Street
• Inclusion of a gateway feature that is welcoming to visitors who are entering our historic downtown
• Two and three-story townhomes being constructed on the interior of the property which, because of the
natural downslope,will be virtually invisible to residents on Abbie,2"and 3'd streets
• Much like Irby Ranch,these efficient, small lot floor plans and designs will allow builders to offer first time
home buyers,young couples and families an opportunity to live in a new residential neighborhood in
Pleasanton
• It is our intention to target 2-acres of the site for local workforce housing to include teachers,classified staff,
police,firefighters,retail and restaurant service workers and others
• Note: Irby Ranch set aside approximately 1-acre to provide 31 studio,one-and two-bedroom affordable
homes for adults with developmental disabilities and their families. This is virtually the exact density per
acre and reflects a similar design contemplated for the 2-acre portion near Bernal Ave.
• The remainder 3-acres would be reserved for the redesign and rebuild of Village High School
We are excited about the opportunity to work with the city and community members on a Development
Agreement.
• This agreement will allow both the City and the School District the time necessary to more specifically plan
the project- and memorialize commitments-in a manner that ensures the needs of stakeholders are
addressed.
• To do so is to embrace the definition of a Development Agreement as defined by the Institute for Local Self
Government,the nonprofit research arm of League of California Cities. The Institute broadly defines a
Development Agreement as a"COLLABORATION IN PURSUIT OF COMMUNITY INTERESTS."
• The Institute for Local Self Government goes on to define Development Agreements as providing;
o "win-win opportunities for both project proponents and local agencies when dealing with uncertainties
associated with the regulatory environment."
o "greater latitude than other methods ofapproval to advance local land use policies in sometimes new
Si' PP
and creative ways. "
o `public agencies greater flexibility in imposing conditions and requirements on proposed projects; and
afford project proponents greater assurance that once approved, their projects can be built."
With the above in mind,we would appreciate the City Council incorporating the densities recommended by the
Planning Commission into the Housing Element, as well as directing city staff to continue their collaboration with
the School District to arrive at a mutually acceptable Pre-Development and Development Agreement,which will
provide long-term assurances for all.
Thank you once more for your willingness to listen to our concerns and work collaboratively with the District.
Sincerely,
David Haglund, Ed.D
Superintendent of Schools
4665 Bernal Avenue,Pleasanton,California 94566•925.462-4332•www pleasantonusd net FAX:925.484-3591
